On August 29, the Ministry of Science and Technology (MoST) organized the Forum on “The Future of Science, Technology, Innovation, and National Digital Transformation” at the National Exhibition Center in Dong Anh, Hanoi. This event was a key milestone towards the 80th National Day (September 2, 1945 – September 2, 2025) and aimed to announce significant orientations for the country’s scientific and technological development journey.

In his opening remarks, Minister Nguyen Manh Hung emphasized the pivotal role of science and technology in the nation’s development journey. After 80 years, Vietnam is stepping into a new era – where artificial intelligence, big data, green energy, and the digital economy form the backbone of its production landscape. He referred to this as the “Second Renovation,” signifying that science, technology, innovation, and digital transformation will serve as the new pillars, replacing the previous model reliant on agriculture and manufacturing.
According to MoST, Vietnam has set specific targets: by 2025, the country aims to master three strategic technology products; by 2027, this number will increase to at least 20 products, and by 2035, an additional 25 products will be added. At that point, strategic technology sectors are expected to contribute between 15% and 20% to the GDP, underscoring their role as the economy’s driving force.
“Not mastering technology in this day and age is tantamount to losing national sovereignty,” asserted Minister Nguyen Manh Hung. This sentiment was echoed by Deputy Minister of MoST, Hoang Minh, who emphasized that no developed country can afford to not have sovereignty over strategic technologies and industries. This process will begin with product mastery, followed by design capabilities, and ultimately, core technological prowess.
To materialize these goals, the state will assign tasks to large enterprises, regardless of whether they are private or state-owned, for the research and development of strategic products. “Developing strategic technologies must start with products, and products are linked to enterprises. Enterprises understand the market, while the state creates institutions, research infrastructure, and testbed environments,” said Mr. Nguyen Phu Hung, Head of the Department of Science, Technology, and Innovation.

Consequently, a synchronized ecosystem will be established, comprising research institutes, universities, and businesses working in close collaboration. The state will provide support through policies, shared laboratories, digital platforms, databases, and, most notably, the creation of testbed markets to facilitate the breakthrough of Vietnamese technology products.
From an enterprise perspective, Mr. Nguyen Dat, Deputy General Director of Viettel Group, affirmed, “In the era of the digital economy, nations that master technology will assert their position on the global stage.”

In reality, Viettel has embarked on a journey of over a decade, overcoming hurdles related to inventions, copyrights, and human resources. Guided by their philosophy of setting ambitious goals and embracing innovative approaches, the group has progressed from technology absorption and mastery to technology creation. Presently, Viettel has achieved mastery over numerous products in the fields of defense industry, telecommunications infrastructure, and digital platforms that underpin the nation’s digital transformation. Some of their advanced technologies have even been exported to India and the Philippines, showcasing their global competitiveness.

The forum attracted a diverse range of guests and international experts.
The forum witnessed a consensus among participants that mastering strategic technologies is not merely an economic imperative but also a matter of national sovereignty and security. This is the only path for Vietnam to avoid dependence and ascend to a position of prominence in this new technological era.
