The above content is referenced in Resolution No. 263 by the Government regarding gifts for people on the occasion of the 80th anniversary of the August Revolution and National Day, September 2nd.
The Resolution states that a gift of VND 100,000 will be given per person in the form of cash to Vietnamese citizens and people of Vietnamese origin who have not yet determined their nationality but have been issued identity cards and are residing in Vietnam. These individuals are included in the National Population Database and will be identified as of the end of August 30th.

Regarding the gift-giving process, the Government has specified that gifts will be given once per household, with the amount determined by the number of members in the household according to the National Population Database. The head of the household or an authorized member will receive the gift on behalf of the household and distribute it to the members.
In cases where citizens do not have a registered permanent residence, the gifts will be given directly to each individual or their authorized representative.
The gifts will be distributed through social welfare accounts on the VNeID Electronic Identification Application (for those who have integrated accounts) or directly in cash (for those who do not have accounts) at designated local distribution points, ensuring timeliness, safety, and efficiency.
The Government has set the timeframe for disbursement from August 31st to September 1st, with a possible extension until September 15th if necessary due to objective reasons.
In terms of funding, the Resolution clarifies that a targeted supplement of VND 10,700.3 billion will be allocated from the central budget for 2025, as decided by the National Assembly but not yet allocated in detail to the budgets of provinces and cities, to implement the gift-giving initiative for the people based on population data provided by the Ministry of Public Security.
The Ministry of Public Security is tasked with extracting the list of citizens from the National Population Database as of 24:00 on August 30th, specifying the number of people per province, city, and commune, to serve as the basis for gift distribution.
The Ministry of Public Security is also responsible for coordinating with local People’s Committees, especially at the commune level, to ensure timely and accurate gift distribution to the right recipients, avoiding overlaps.
Additionally, the Ministry of Public Security will work with the Ministry of Finance to provide guidance to provinces and cities on implementing the gift-giving initiative.
The Ministry of Finance will ensure central budget balance to support the gift-giving policy and issue a decision on supplementary funding for provinces and cities. They will also collaborate with the Ministry of Public Security to provide guidance to local authorities.
The Government directs the State Bank of Vietnam to ensure a smooth payment system and cash supply for the State Treasury to disburse gifts to the people. It also coordinates with commercial banks, especially those where the State Treasury holds accounts, and local authorities to facilitate timely payments.
The People’s Committees of provinces and cities are instructed to direct their Finance Departments to ensure sufficient resources, including central budget supplements and local budget allocations, to implement the gift-giving initiative for people in their respective areas.
The People’s Committees are also responsible for allocating funds from the provincial budget to the communal budget for gift distribution, based on the list of citizens provided by the Ministry of Public Security.
The People’s Committees of provinces and cities are required to instruct the People’s Committees of communes to coordinate with the local police and relevant agencies to organize the gift distribution, ensuring completeness, accuracy, and timeliness.
