Delivering Gifts to the Right People, On Time and Without Duplication: A Government’s Directive

The government has issued a resolution to present gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day, September 2nd.

One-time gift, paid from August 31st to September 1st

The resolution states that a gift of VND 100,000 per person will be given to Vietnamese citizens and Vietnamese origin without determined nationality but holding personal identification papers and residing in Vietnam. Their personal identification data must be collected, updated, and included in the National Population Database by the end of August 30th.

The gift will be given to each household based on their permanent residence. The amount for each household will be determined according to the number of members in the household as per the National Population Database.

The head of the household (or an authorized family member) will receive the gift on behalf of the listed members and is responsible for distributing it among the family.

In cases where a citizen does not have a permanent residence, the gift will be given directly to the individual or their authorized representative.

A gift of VND 100,000 per person will be given to everyone during the National Day holiday on September 2nd.

The gifts will be distributed through social welfare accounts on the VNeID electronic identification application (for those who have integrated their accounts), or directly in cash (for those without an account) at designated payment points organized by local authorities. This will ensure timely, safe, and efficient distribution.

The payment period is concentrated from August 31st to September 1st. If there are any objective difficulties, the gifts can be claimed after this period but no later than September 15th.

The resolution further states: “An additional targeted amount of VND 10,700.3 billion will be allocated from the estimated central budget expenditure for 2025, as decided by the National Assembly but not yet allocated in detail to the budgets of provinces and cities, to implement the gift-giving to the people based on the population data provided by the Ministry of Public Security.”

The Government assigns the Ministry of Public Security to extract a list of citizens from the National Population Database as of 24:00 on August 30th, detailing each province, city, and commune as a basis for implementing the gift-giving.

They will also guide people to integrate their social welfare accounts, open bank accounts on VNeID, and coordinate with the People’s Committees at all levels, especially at the commune level, to ensure timely and accurate gift distribution to the right recipients. The Ministry of Public Security will also collaborate with the Ministry of Finance to guide the provinces and cities in implementing the gift-giving process.


Ensuring Payment and Cash Availability

The State Bank of Vietnam is responsible for ensuring the payment and cash systems are ready to provide funds to the State Treasury for disbursement to the people during the gift-giving period. They will also coordinate with commercial banks, especially those where the State Treasury holds accounts, and work together with local authorities and the State Treasury to ensure timely payments to the people.

The People’s Committees of the provinces and cities will direct the Department of Finance to ensure sufficient resources, including the central budget supplementary funds and local budget sources, to implement the gift-giving to the people in their respective areas. They will also allocate and supplement funds from the provincial budget to the communal budget for gift-giving to the people based on the list of citizens in the National Population Database provided by the public security sector.

The People’s Committees of the provinces and cities will direct the People’s Committees of the communes to coordinate with the public security sector and relevant agencies to organize the gift-giving to the people as prescribed, ensuring completeness, accuracy, and timeliness.

In the process of implementing the gift-giving to the people, if there is any remaining balance from the supplementary funds from the central budget, the locality must refund it to the central budget.

In case of a shortage of funds, the locality shall proactively use the local budget or other legal sources to ensure sufficient gifts for the people and then report to the Ministry of Finance for central budget supplementation.
