Starting from September 3rd, 2025, the Public Administration Service Center will officially launch a 100% online filing system for all administrative procedures under the authority of the Hanoi Land Registration Office and its branches, regardless of administrative boundaries.

With this new system, citizens and businesses can submit applications and receive outcomes online, anytime, and anywhere for procedures such as red book issuance, correction of issued certificates, land division or consolidation, and confirmation of continued agricultural land use, to name a few.

Full online processing is applicable for the following procedures: provision of land-related information and data; first-time land registration for cases where the state allocates land for management; and re-issuance of certificates in case of loss.

For full online procedures, citizens and businesses will receive electronic outcomes and paper outcomes (if required) will be delivered to their registered addresses via postal services.

Partial online processing is applicable for the remaining administrative procedures. Citizens and businesses can submit applications online through the National Public Service Portal and provide hard copies (if required by specialized laws) to any branch of the Public Administration Service Center, regardless of administrative boundaries. The Center will then forward the applications to the competent authority for processing.

Here is a guide on how to submit applications online through the National Public Service Portal:

Step 1: Access the National Public Service System at the following link: https://dichvucong.gov.vn/

Step 2: Log in using your VNeID account or an account provided by the National Public Service Portal.

Step 3: Select the “Online Public Services” card, enter the name of the procedure in the search box, and click “Search”.

Step 4: Choose the procedure, check the box for Province/City, select Hanoi, and choose the implementing unit by checking the box for Department, and then select the Hanoi Land Registration Office or its branches. Finally, click “Agree”.

Step 5: Choose the relevant case according to your needs and click “Online Submission”.

Step 6: The interface will switch to the Hanoi City Administrative Procedure Information System. Fill in the required information and attach the necessary documents as per the specified components. Then click “Save and Submit”.

Step 7: The process is now complete.

Step 8: After online submission, for partially online procedures and where specialized laws require hard copies of certain documents, citizens and businesses should submit them to the branches of the Hanoi Public Administration Service Center as per regulations.
