Haiphong City is currently in the midst of a comprehensive and synchronized infrastructure development, with projects spanning from 2025 to 2030. These projects cover the East-West and North-South directions, connecting the seaport, international airport, new urban areas, and peripheral regions.

Nguyen Trai Bridge Construction and Urban Improvement Project

With a total investment of VND 6,235 billion, the Nguyen Trai Bridge and Urban Improvement Project connects the city center with the new urban area north of Cam River. The project has acquired 54.47 hectares of land in Ngo Quyen ward, affecting 33 organizations and 182 households.

Featuring four lanes for motor vehicles, the Nguyen Trai Bridge is designed as a cable-stayed bridge with a length of nearly 1,500 meters. The central span of 300 meters is the widest among bridges in Haiphong, and the two towers stand at a height of 111 meters.

The interchange node connecting to Le Thanh Tong Street boasts a modern architectural design. The Nguyen Trai Road has been widened from 18 meters to 50.5 meters, providing a connection to Le Hong Phong Street and Cat Bi International Airport.

City leaders recently met with Ngo Quyen ward regarding the project’s progress. So far, the construction volume has reached nearly 23% of the contract value, including two main construction packages: Package 15 (construction of the approach bridge, road, and interchange) has achieved VND 652.8/1,435 billion (45.4%), and Package 14 (construction of the main cable-stayed bridge) has reached VND 246.6/2,367 billion (10.4%).

However, the project still faces challenges with land clearance, as 26.5 hectares of land remain to be handed over. This includes 35 households in the collective area at No. 6 Nguyen Trai and No. 8 May To, along with several organizations.

Additionally, the relocation of the railway on the Hoang Dieu Port Bridge and the Hoang Dieu Port railway station has not been completed, affecting the construction progress of the Nguyen Trai Bridge. According to plans, the Nguyen Trai Bridge is expected to be completed by 2027.

Road Connecting National Highway 5 and National Highway 10 (Southwest of the City)

On June 17, 2025, the Haiphong People’s Committee approved the project for a road connecting National Highway 5 and National Highway 10 through the old Kien An district, with a total capital of over VND 5,307 billion for the 2025-2029 period. The year 2025 will be dedicated to investment preparation, and construction will take place from 2026 to 2029.

The 7.3-kilometer road will start from Bui Vien Road (intersecting National Highway 5) and end at the Hanoi-Haiphong Expressway, passing through the old Kien An district and Kien Thuy district. The road will have a 50.5-meter wide foundation, including three lanes for cars in each direction, safety strips, a central divider, and sidewalks on both sides.

This project will reduce traffic on existing routes, shorten the distance between Haiphong and Thai Binh by 20 kilometers, open up urban development in the southwest, and boost economic, social, and commercial development along the route.

High-Speed Road Connecting East and West Haiphong

The city aims to construct a 23.5-kilometer high-speed road connecting the east and west of Haiphong, with a road width of 68 meters and a total investment of over VND 19,129 billion (including VND 4,537 billion for site clearance). The project is expected to be implemented in the 2026-2030 period.

This road will connect from the old Hai Duong Ring Road, passing through the Bui Thi Xuan Bridge, to the National Highway 10 intersection at the An Duong Industrial Park. It holds significant political, social, and urban connectivity significance, especially after the merger, and is considered a future infrastructure pillar.

Given the substantial investment required, the city is considering various investment forms such as BT, budget combination, or borrowing ODA/EDCF to ensure effective implementation.

Additionally, Haiphong City has recently inaugurated several projects to commemorate the 80th anniversary of the August Revolution and National Day on September 2, including the National Highway 37 bypass project, the road construction project connecting National Highway 17B with Dinh Bridge, and the project to build a bridge over the Thai Binh River and the approach road belonging to Ring Road I.
