On August 29, the Office of the President held a press conference to announce the 2025 (second phase) Presidential Pardon Decision.

According to Decision No. 1693, dated August 29, President Luong Cuong granted a pardon to 13,915 prisoners currently serving their sentences and five individuals whose sentences were temporarily suspended, meeting the requirements for a 2025 pardon (second phase).

During the conference, journalists inquired about the number of cases related to the Central Steering Committee for Corruption, Wastefulness, and Negative Behavior Prevention and Control among those pardoned this time.

Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, confirmed that none of the 13,920 individuals pardoned by the President’s decision were involved in cases under the purview of the Central Steering Committee.

General Tuyen also informed that since 2009, the President has pardoned prisoners on 11 occasions, recognizing their good behavior, labor, and study during their incarceration, in line with legal regulations.

Highlighting the significance of the year 2025 with multiple significant political events, the President has granted two pardon decisions. As per the Deputy Minister of Public Security, the total number of individuals pardoned in these two phases of 2025 (21,976) makes it the year with the highest number of pardoned prisoners to date.

Journalists also inquired about specific cases, including those of Trinh Van Quyet, former Chairman of the FLC Group, and Diep Dung, former Chairman of Saigon Co.op. General Tuyen confirmed that neither of these two prisoners was on the pardon list.

Additionally, when asked about Dinh La Thang and Nguyen Duc Kien (“Bầu Kiên”), General Tuyen stated that per Decision 1693, neither of these two individuals was among the 13,920 people pardoned.
