On August 28, in Hanoi, the leaders of Ca Mau province met and worked with the management of the T&T Group. The two parties discussed and exchanged ideas on investment research and trade promotion opportunities to promote the socio-economic development of Ca Mau province.

Proposing to invest in many strategic projects in real estate and infrastructure
After the merger of Bac Lieu province into Ca Mau according to Resolution 202/2025/QH15 of the National Assembly, Ca Mau now has an area of over 7,942 km2 with 64 communal-level administrative units and a population of about 2.6 million people. The southernmost land is positioned as the center of fisheries, energy, and eco-tourism of the Mekong Delta region, while also playing a strategic role in the country’s sea and island development. Especially after the merger, Ca Mau possesses a vast development space with many potentials and outstanding advantages.
Recognizing the strengths and potential of Ca Mau, T&T Group, a leading private economic group in Vietnam, has proposed to invest in many large-scale projects with strategic breakthroughs. These proposals have been agreed upon and highly appreciated by the provincial People’s Committee leaders.
Specifically, in the field of real estate, T&T Group proposes to invest in the Hon Khoai island cluster area with the idea of developing a city port model as in Rotterdam, the Netherlands. A city port is a type of urban area whose formation, development, and socio-economic characteristics are closely linked to the activities of the seaport. Structurally, the city port will include port-industry-logistics areas, transition areas, urban development areas, and hinterland areas. This is not just a city with a port, but the seaport plays a pivotal role in driving the city’s development.
In the area of Ca Mau airport, T&T Group proposes to invest in an airport city following the very successful model in Changi, Singapore. With the airport at its core, the surrounding areas will be planned to become vibrant economic, financial, commercial, tourism, and entertainment complexes, thereby creating a stronger impetus for the development of the southernmost region of the country.
In addition, the enterprise of businessman Do Quang Hien also proposes to invest in the industrial and logistics sector in the Nam Can Economic Zone.

Regarding the specific field of transportation infrastructure, Ca Mau is currently making breakthroughs in planning. The most prominent are the vital expressways of Can Tho – Ca Mau, Ca Mau – Dat Mui, and the traffic connection from Ca Mau Cape to Hon Khoai Island. When completed, these routes will contribute to promoting socio-economic development, ensuring national defense and security, while also opening up new development space and facilitating trade, service development, and investment attraction.
Especially, investing in key construction projects is also important in connecting the seaport at Hon Khoai, creating an international gateway and transforming this area into a key economic seaport cluster, thereby contributing to realizing the orientation of developing Hon Khoai into the “Southernmost Continent” of the country.

Current status and planning of road infrastructure in Ca Mau province.
In this particular field, T&T Group proposes to invest in the expressway connecting Ca Mau city and the former Bac Lieu city in the form of a public-private partnership (PPP). The route is expected to connect directly with the national expressway system, thereby forming a coastal expressway for the entire Mekong Delta region. T&T Group representatives added that, once completed, the road will create an important socio-economic development corridor, helping the locality to maximize the advantages of land funds and existing transport infrastructure, and contributing to driving the structural economic change of Ca Mau in the future.
Accompanying Ca Mau in many strategic fields
In the field of energy and industry, thanks to its location with three sides bordering the sea, Ca Mau is considered the energy center of the region. According to experts’ assessments, the total electricity capacity that can be exploited in the southernmost region of the country is very large, as Ca Mau is currently leading the country in wind power, while the potential for developing other renewable energy sources such as solar power and biomass from agro-aquatic by-products is also high.
According to the adjusted Power Planning VIII approved in Decision 768/QD-TTg dated April 15, 2025, by 2030, the old Ca Mau province will plan to develop an additional 15 wind power projects and one solar power project. Of these, nine projects do not yet have investors. Meanwhile, in the old Bac Lieu province, 18 wind power projects and one solar power project are planned for development by 2030. Of these, 17 projects do not yet have investors.
Based on this reality, T&T Group has proposed to invest in projects that are already in the adjusted planning and at the same time advised the locality in consulting on planning and implementing pre-feasibility studies on the potential for clean energy development. The goal is to make Ca Mau become the leading “hub for electricity export” in the Mekong Delta and Vietnam.

In the field of urban planning, T&T proposes to develop a center for education, sports, and culture in the old Bac Lieu area based on the historical and cultural foundations of the region. In addition, T&T Group is also ready to support and orient the exploitation and management of the Provincial Sports Complex and research the expansion of youth football training in the locality.

According to Mr. Lam Van Bi, Vice Chairman of Ca Mau Provincial People’s Committee, in the past time, the cooperation between T&T Group and the locality has always been strong in many fields, from construction investment and planning to social security. This is concretized by landmark works, typically the new urban area of Ward 5, Ward 1, Ca Mau city (now An Xuyen Ward, Ca Mau province); or the social housing project with more than 1,200 apartments, meeting the housing needs of nearly 5,000 residents, which was just started on August 19.
