At the meeting, the Ministry of Construction and the Ministry of Science and Technology reported on the progress of developing and issuing relevant standards and norms. While a basic framework has been formed, the Prime Minister assessed that the progress has not met the previous directives.
The Head of Government assigned the Ministry of Science and Technology to take the lead, in coordination with the Ministry of Construction and related units, to finalize the norms and standards of Vietnam based on domestic laws, while referring to international practices and ISO standards. In case of exceeding authority, timely reports to competent authorities for consideration are necessary.
As directed, the norms need to be promptly disclosed and applied to projects, creating a basis for attracting public investment, public-private partnerships (PPP), and other legal capital sources. The deadline for completing this disclosure has been set before October 2025. This task will be directly monitored by Deputy Prime Minister Tran Hong Ha.
Regarding the Lao Cai – Hanoi – Hai Phong route project, the National Assembly has approved the investment policy with a maximum design speed of 160 km/h. The Prime Minister requested the study and selection of optimal technology, followed by the formulation of appropriate norms. For the North-South high-speed railway project, with a confirmed design speed of 350 km/h, technology selection must also ensure efficiency and feasibility.
Emphasizing the crucial role of standards and norms in project implementation, the Prime Minister urged the agencies to expeditiously finalize them, preventing any delays compared to the overall progress.

According to the National Assembly’s Resolution 172/2024/QH15 on the investment policy for the high-speed railway project on the North-South axis, the total route length is approximately 1,541 km, passing through 20 provinces and cities (before merging). After the merger, there are 15 remaining provinces, including Hanoi, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Danang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Dong Nai, and Ho Chi Minh City.
The investment scale includes a new double-track line with a width of 1,435 mm, a design speed of 350 km/h, and an axle load of 22.5 tons; 23 passenger stations and 5 cargo stations.
The preliminary total land requirement for the project is approximately 10,827 hectares, including 3,655 hectares of rice land, 2,567 hectares of forest land, and 4,605 hectares of other types of land. Approximately 120,836 people are expected to be resettled. The total investment for the project is estimated at over 1.7 quadrillion VND (about 67 billion USD). The project is expected to commence construction in late 2026 and be completed by 2035.
