“Vietnam’s Prime Minister Meets with Top Chinese Corporations, Discussing Investment and Partnership Opportunities”

On August 31, Vietnamese Prime Minister Pham Minh Chinh attended the 2025 Shanghai Cooperation Organization (SCO) Summit in China and met with leaders of several leading Chinese corporations.

At the meeting, Peng Cuangbing, Chairman of the Board of Directors of Huadian Science & Technology Group (Huadian), reported to the Prime Minister on the investment, construction, operation, and social contribution of Huadian’s power plant projects in Vietnam. He also inquired about Vietnam’s energy strategy, planning, policies, and needs in the field of renewable energy to formulate the company’s business investment plan for the coming period. Huadian expressed its desire to share experiences and technologies with Vietnam to enhance the quality of construction and operation of renewable energy projects.

Huadian is currently one of the five largest power generation groups in China and has consecutively ranked among the top 500 global enterprises (Fortune Global 500) for 13 years. The group values the Vietnamese market, with cumulative investments exceeding 2.8 billion USD, the highest among Chinese enterprises in Vietnam. The Duyen Hai 2 Power Plant in Vinh Long province, with an installed capacity of 2×660 MW, is the group’s largest overseas investment project in terms of installed capacity and investment scale. Huadian is implementing and planning to implement numerous clean energy projects in Vietnam.

The Chairman of Huadian shared their investment and business strategy in Vietnam, which is 1+1+1+N (one business entity in Vietnam + one research center in Vietnam + one manufacturing base in Vietnam + multiple cooperation projects). This strategy actively contributes to Vietnam’s development and green transition.

Huadian aims to increase investments in Vietnam in areas such as wind power, green hydrogen, and pumped hydro storage. They also seek to upgrade the power system, improve the technology of power plants, ensure safety, and enhance energy efficiency. Additionally, they intend to strengthen cooperation with Vietnamese enterprises in the field of scientific and technological innovation to establish an R&D center.

Prime Minister Pham Minh Chinh appreciated Huadian’s long-term investment strategy in Vietnam, calling it a “right and timely” choice for both the present and future. He welcomed the establishment of the research and development center and acknowledged the group’s contributions to social welfare and human resource development.

The Prime Minister mentioned that Vietnam aims for growth rates of 8.3-8.5% in 2025 and double digits in the following years, leading to a substantial demand for clean energy.

Commending the frequent reviews of the achievements made after their meetings, Prime Minister Pham Minh Chinh thanked and requested the Group to continue expanding effective investments in Vietnam, especially in clean energy, wind power, solar power, and hydrogen. These contributions will promote the green energy transition and sustainable development. He also emphasized the importance of technology transfer, experience sharing, human resource training, and collaboration with Vietnamese partners, particularly the Electricity Group, to foster the Vietnam-China relationship.

Underlining the principles of “harmonious interests and shared risks” and “commitment to action and results,” the Prime Minister instructed relevant ministries, sectors, and localities to promptly address any obstacles in implementing the Group’s projects in Vietnam.

Earlier the same day, Prime Minister Pham Minh Chinh met with Wang Jiazhong, Vice Chairman of Yadea Technology Group.

Yadea is a leading global manufacturer of two-wheeled electric vehicles, maintaining its top position in global sales for eight consecutive years. The group has established ten large production and research centers worldwide, with its products distributed in over 100 countries and territories.

In 2019, Yadea invested in constructing a two-wheeled electric vehicle manufacturing plant in Quang Chau Industrial Park, Bac Ninh province. In 2023, the group expanded its investment with a 100 million USD electric vehicle manufacturing plant covering 230,000 square meters and a designed capacity of 2 million vehicles per year. Yadea’s projects create numerous local jobs, feature a high level of localization, and include the establishment of a green energy R&D center for Southeast Asia in Vietnam.

Yadea aspires to participate in projects that develop the two-wheeled electric vehicle industry and its auxiliary services, contributing to the formation of green urban transportation in Vietnam. They also aim to collaborate on projects that promote the country’s transition to green transportation.

Welcoming Yadea’s expanded investment and establishment of an R&D center in Vietnam, the Prime Minister shared Vietnam’s orientation towards restructuring the economy and transitioning its growth model towards sustainability, digital economy, green economy, and circular economy.

Prime Minister Pham Minh Chinh proposed that Yadea broaden its investments in the electric vehicle sector in Vietnam, focusing on technology transfer, higher localization rates, and increased local employment. He also suggested their involvement in Vietnam’s green transportation transition and collaboration on human resource development with the Vietnam Electricity Group, the National Power-Energy Group, and the Military-run Telecom Group.

Following that, Prime Minister Pham Minh Chinh met with Yang Wei, Chairman of the Board of Directors of China Railway Design Corporation (CRDC).

Mr. Yang Wei reported on the company’s production and business situation and capabilities and inquired about Vietnam’s development strategies, planning policies, and needs in infrastructure development, especially the spirit of Resolution No. 68 of the Politburo. This information will help CRDC formulate its business investment plan in Vietnam for the coming period.

CRDC is a leading comprehensive technical consulting service provider in China. In 2014, the company was officially listed on the Shanghai Stock Exchange, becoming the first independently listed design engineering company on the A-share market.

CRDC possesses comprehensive design capabilities in all transportation fields, including road, rail, water, and air. The company has expanded from design planning to full life-cycle services and diversified into new areas such as smart cities, renewable energy and environmental protection, low-altitude aviation economy, modern modular construction, commercial consumption and restoration, and rural development.

In August 2025, CRDC signed a Memorandum of Understanding with Deo Ca Group of Vietnam, intending to cooperate comprehensively in multiple fields and jointly participate in projects undertaken by Deo Ca Group. CRDC also established a representative office in Vietnam and coordinated with Deo Ca Group to build a closer cooperation model, jointly enhancing training and human resource development.

Prime Minister Pham Minh Chinh welcomed CRDC’s strategic decision to strengthen cooperation with Vietnam by increasing the quantity and improving the quality of projects. He proposed that CRDC continue to cooperate and support Vietnamese partners, including large corporations in technical design and consulting in various fields such as transportation, electricity, oil and gas, and digital infrastructure. This collaboration is crucial as many regions in Vietnam have complex terrain and geology, posing challenges in construction projects.

Emphasizing the importance of time, intellect, and decisiveness, the Prime Minister suggested that CRDC provide consulting and support to complete the Lang Son-Cao Bang highway project this year. He also proposed that CRDC advise on the exploitation and sustainable development of the Hong (Red) River and collaborate on the development of Vietnam’s international financial center.

Agreeing with Prime Minister Pham Minh Chinh’s orientations, the leader of CRDC affirmed that they would discuss specific implementation plans with Vietnamese partners and agencies in the coming time.
