Accelerating Public Investment Disbursement

With the year drawing to a close, intensified efforts are being made to accelerate key infrastructure projects in Ho Chi Minh City. A multitude of strategies are being employed to ensure that these vital developments stay on track and progress swiftly.

In Ho Chi Minh City, the An Phu intersection project has reached approximately 70% completion. The construction packages XL5 (tunnel HC1-01), XL7 (Ba Dat Bridge), and XL8 (Gong Ong To Bridge) have essentially been completed, with progress reaching 90%-95%.

Rectifying Slow-Moving Contractors

However, there is another package at this intersection that has only reached 12% completion, and its progress depends on the handover of the land area of 22,012 sq. m on Luong Dinh Cua Street. Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Management Authority for Transportation Construction Projects (HCM MTAP), informed that if the land is handed over before February 28, 2026, the package is expected to be completed by September 2026.

According to Mr. Luong Minh Phuc, HCM MTAP has implemented robust measures to rectify slow-moving contractors and shorten the project completion time by six months compared to the previous proposal. The goal is to open the N2 overpass to traffic before December 31, 2025, and the HC1-02 tunnel before the Lunar New Year in 2026, to create a breakthrough and reduce traffic congestion by 80% at this intersection.

Apart from the An Phu intersection, the construction progress of Ho Chi Minh City’s Ring Road 3 has also been accelerated, with work at many locations reaching 45%-55% completion. Contractors are focusing on addressing several weak soil areas, increasing personnel and supplies to keep up with the plan. The ideal timeline aims for 70% contract value completion for Component Project 1 by the end of 2025, leading to the full opening of the route, including the parallel routes, on April 30, 2026.

Efforts in Canal Renovation

Meanwhile, the renovation project of the Xuyen Tam Canal, which commenced in May 2025, has its Package XL-03, spanning 1.4 km from Luong Ngoc Quyen Street to Vam Thuat River, being expedited by the investor, Ho Chi Minh City Urban Infrastructure Management Board (HCM UIMB), in coordination with local authorities and departments, to clear obstacles related to land clearance.

Sharing updates on the project’s progress, Mr. Nguyen Hoang Anh Dung, Deputy Director of HCM UIMB, revealed that the total disbursement of the project has reached approximately VND 174 billion, and it is expected to increase to VND 813 billion by the end of 2025.

Package XL-03 currently has six construction sites, and the units have completed test pile drilling and are proceeding with large-scale drilling. However, the package faces some challenges regarding land clearance from about 38 households and 20 cases belonging to the Binh Hoa residential area. Efforts to resolve these issues are being expedited.

For Packages XL-01 and XL-02, which involve a large-scale clearance of over 2,000 cases, the authorities have compensated 807 out of 2,078 cases so far, and as of August 27, 89 out of 2,078 cases have handed over the land.

Regarding the renovation and dredging project of the northern bank of Kênh Đôi Canal, the compensation unit coordinates with the wards of Chanh Hung and Phu Dinh to implement compensation and site clearance. So far, they have issued compensation decisions and paid 985 cases, totaling more than VND 2,900 billion.

According to HCM UIMB, during the process of verifying the origin of the land, many cases lacked legal documents or had lost them. Additionally, issues such as asset disputes or missing relatives also presented challenges that the local authorities were keen to address.

Opportunity to Disburse Tens of Billions of Dong

The Ho Chi Minh City Department of Agriculture and Environment shared data from 16 compensation, clearance, and resettlement boards as of the end of August 2025. It showed that 110 projects disbursed compensation funds in 2025, with a total capital of VND 24,513 billion, of which VND 19,579 billion (nearly 80%) has been disbursed.

In 2024, 157 projects were allocated compensation capital in the districts and the former Thu Duc City, with a disbursement of VND 34,052 billion. So far, a total of VND 18,472 billion has been paid, achieving 54.3%. The average land handover rate is about 78%.

Regarding compensation, clearance, and resettlement in Area 2 – the old Binh Duong, the Department of Agriculture and Environment proposed to the Ho Chi Minh City People’s Committee to allow the application of the same mechanism as the project to upgrade and expand National Highway 13 (from Binh Triêu Bridge to the border of Binh Duong province) and the Ho Chi Minh City – Moc Bai highway.

Specifically, it was proposed to approve the principle of allowing the disbursement of four projects, including: Component 1 – clearance of Ring Road 4 in Ho Chi Minh City, from Thu Bien Bridge to Saigon River, with a capital allocation for 2025 of VND 7,307 billion; Component 1 – clearance of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway, with a capital allocation for 2025 of VND 8,000 billion; clearance of Thu Bien – Dat Cuoc Road, with a capital allocation for 2025 of VND 997 billion; and compensation, support, and resettlement of Ring Road 3, with a capital allocation for 2025 of VND 2,075 billion.

To ensure the land handover for the Xuyen Tam Canal renovation project, the leaders of the Ho Chi Minh City Urban Infrastructure Management Board shared that the leaders of the Ho Chi Minh City People’s Committee have directed the departments, sectors, and localities to synthesize and report obstacles for solutions.

Additional Capital for Key Projects

Regarding the disbursement of public investment capital, as of the end of July 2025, the entire city’s disbursement was estimated at VND 57,350 billion, reaching 47% of the plan assigned by the Prime Minister (nearly VND 119,000 billion) and 37% of the city’s implemented plan.

Mr. Nguyen Van Duoc, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the Ho Chi Minh City People’s Committee, emphasized that disbursing public investment capital is a key task. The Department of Finance plays a pivotal role in promoting the disbursement of public investment capital, so by the end of the third quarter of 2025, it needs to disburse 70%, and the whole year must reach 100% of the plan assigned by the Prime Minister.

Vice Chairman of the Ho Chi Minh City People’s Committee, Bui Xuan Cuong, was assigned to direct the completion of the appraisal of investment policies and supplementary capital plans for key projects such as expressways, intra-city transportation, clearance of houses along canals and ditches, and urban railways.

The Chairman of the Ho Chi Minh City People’s Committee also assigned the Department of Construction to take the lead in advising on ensuring the progress of key transport projects with regional connectivity, such as the completion of Ring Road 3 as planned. The investors, especially the project management boards, were reminded to heighten their sense of responsibility, closely monitor the progress of the 20 key projects identified by the Department of Finance, and directly inspect, supervise, and promptly resolve difficulties to accelerate disbursement.
