Sun Group’s Van Don Casino Project: An Eco-Tourism Haven in Quang Ninh

Sun Group, the investor behind the premium casino and tourism complex in Van Don, Quang Ninh, is seeking an environmental impact assessment for the project. With a total investment of VND 51,636 billion (approximately USD 2 billion), the project is envisioned as a key attraction for international tourists, especially from Northeast Asian countries.

According to Sun Group, the project is timely and aligns with the current market demands. It will significantly boost the region’s competitiveness in the tourism industry and enhance its appeal to international visitors. The complex will enjoy seamless “air-water-road” connectivity, thanks to its proximity to the Van Don International Airport, Ha Long International Cruise Port, and the high-speed highways connecting Ha Long, Van Don, and Mong Cai.

The planning area covers approximately 244.45 hectares, and the resort is expected to accommodate around 7,000 tourists, with a maximum capacity of 10,500. The project is divided into three phases, with the first phase slated for completion in Q2 2027, the second in Q4 2030, and the final phase in Q2 2032.

Zone 1, encompassing 36.7 hectares (20.1% of the total area), will feature a mix of high-rise hotels, commercial and entertainment facilities, and a casino. The casino and hotel complex is planned to have 25 floors above ground and 3 basement levels, accommodating approximately 214 casino tables and 2,140 slot machines.

Zone 2, spanning 74.6 hectares (40.9%), will comprise multifunctional hotels, a commercial center, and high-rise tourism facilities. It will also include a conference area, financial center, offices, entertainment venues, art performance spaces, and premium healthcare services.

Zone 3, covering 71.2 hectares (39%), will showcase low-rise hotels, commercial services, and resorts. This zone will also feature exhibition spaces, a water theater, an art and culture museum, a festival street, conference and entertainment facilities, and premium healthcare services, all complemented by modern infrastructure.

The casino zone is the largest within the complex, spanning approximately 26 hectares. The project report highlights that allowing Vietnamese citizens to access the casino during an initial three-year trial period aligns with the directives of the Politburo in its Notification No. 16-TB/TW dated September 15, 2016. However, the project remains viable even without the continued trial, although it may impact the investment efficiency and capital recovery timeline.

This super complex aims to host large-scale international art performances and non-stop entertainment options, transforming Van Don into a world-class tourism and entertainment destination akin to Macau or Las Vegas. It is expected to significantly contribute to the development of the Van Don Economic Zone and enhance Quang Ninh’s reputation on the global tourism and entertainment map.
