The Capital’s Clean Air Initiative: Restricting Polluting Vehicles

The Hanoi People's Committee is seeking public feedback on a draft regulation to implement low-emission zones in the city, in accordance with Article 28 of the Capital Law.

The draft resolution is expected to be submitted to the City Council for consideration and approval at the end of 2025 and will take effect in 2026.

Hanoi proposes implementing a low-emission zone within the Inner Ring Road from July 1, 2026

One notable aspect of the draft is the adjustment of the implementation timeline and scope to align with Directive No. 20 issued by the Prime Minister regarding urgent tasks to prevent and resolve environmental pollution.

The new draft proposes an earlier timeline, bringing the implementation forward by five years, and a broader scope compared to Resolution 47 of 2024, issued by the Hanoi City Council, on the implementation of low-emission zones in the area.

Specifically, from July 1, 2026, Hanoi will implement a low-emission zone within the Inner Ring Road; from January 1, 2028, it will be expanded to the Outer Ring Road, and from January 1, 2030, it will be further extended to the Third Ring Road, with other communes and wards encouraged to establish low-emission zones.

From 2031 onwards, areas within the city that meet one of the criteria specified in Article 4 of the resolution will be designated as low-emission zones.

Article 4 outlines three criteria for determining low-emission zones: areas falling within the strict protection and restricted emission zones as defined in the Master Plan for the Capital until 2030, with a vision towards 2050; areas that frequently experience traffic congestion from level D to F according to TCVN 13592:2022 urban roads – design requirements (level A indicates smooth-flowing traffic, level B indicates a higher volume of vehicles, level E indicates traffic jams, and level F indicates gridlock); and the third criterion is that the annual average air quality in the area, assessed over the most recent year, does not meet the current National Technical Regulation on air quality in terms of key parameters: SO2, NO2, total suspended particles (TSP), PM10, and PM2.5.

Polluting vehicles may be banned

Within the designated low-emission zones, heavy-duty diesel trucks will be banned from circulating; motorcycles and fossil fuel-powered scooters will also be prohibited; and cars that do not meet Euro 4 emission standards will be discouraged, with restrictions on their circulation during certain time frames or in specific areas.

The Hanoi People’s Committee will propose the issuance of fees and charges for motor vehicles that emit pollutants or are not encouraged to circulate within the low-emission zones.

Additionally, the Hanoi People’s Committee will study policies to support individuals living and working in the low-emission zones, as well as organizations and businesses that transition from fossil fuel-powered vehicles to clean energy and zero-emission vehicles.

A low-emission zone (LEZ) is an area within an urban or regional setting where local authorities impose restrictions on the most polluting vehicles (especially those emitting high levels of air pollutants from transport and industrial activities) to improve air quality and protect public health.

Highly polluting vehicles may be banned from entering these zones, face restricted operating hours, or be required to pay higher fees if they enter the designated area.
