The East Lake View Plaza: A Visionary Perspective

The study area for the master plan covers an area of over 26,300 square meters and is expected to form a square linking to the green space east of Hoan Kiem Lake, creating a community space for artistic performances, exhibitions, and cultural events.

This area will be enhanced with urban amenities such as a lighting system and artistic water fountains integrated with greenery to create a focal point.

The square will also be developed in conjunction with the urban railway system. Pedestrian pathways will be expanded and combined with an electric vehicle system to reduce private transportation, creating a pedestrian-friendly environment.

Within the square, the eastern park will accommodate the construction of an underground structure (3 basement levels), optimizing land use with functions including a parking lot, cultural space, commercial center, and pedestrian connections to surrounding areas.

Decision No. 4412 of the Hanoi People’s Committee approves the route and location of the project (at a scale of 1/500) from station C8 to station C10 of the Hanoi urban railway project, line 2, from Nam Thang Long to Tran Hung Dao. It states that station C9 (Hoan Kiem Lake) will be constructed underground on Dinh Tien Hoang Street, passing through the square and the eastern park of Hoan Kiem Lake, as well as the headquarters of the Hanoi People’s Committee. The station will have 4 floors with a total area of approximately 7,703 square meters.

Previously, on March 17, the Hanoi Party Committee reported to the City’s Executive Committee on the study of planning and investment in the renovation of a number of squares and public spaces in the Hoan Kiem district.

The project to renovate the area east of Hoan Kiem Lake is divided into two phases. Phase 1 focuses on constructing the aboveground part of the square and the park using public investment capital. Phase 2 involves constructing three basement levels under the square, connecting to station C9 of the urban railway line 2 from Nam Thang Long to Tran Hung Dao.

The renovated area east of Hoan Kiem Lake currently has 47 land users, including 12 organizations and agencies and 35 households (32 households with land use right certificates and house ownership; 2 households with rental contracts with the Hanoi Housing Development and Management Company; and 2 households in the management area without rental contracts).

This area also includes several valuable structures, such as the Institute of Literature (villa group 2); Hanoi Electricity (villa group 3); the Department of Culture, Sports, and Tourism (architecturally valuable building); the “light house” and the statue of President Ho Chi Minh within the premises of Hanoi Electricity.
