At the meeting, delegates discussed and gave opinions on the socio-economic reports for August and the first eight months of the year, as well as the implementation of the 2025 socio-economic development plan and the proposed plan for 2026. They also reviewed the state budget and public investment situation for 2025, the implementation of the 2021-2025 public investment and state budget plans, and the projected state budget, public investment plan for 2026, the 2026-2028 state budget plan, the five-year state budget plan, and the medium-term public investment plan for 2026-2030.
According to the reports, in August, the Government and the Prime Minister issued 23 decrees, 47 resolutions, 30 directives, and over 600 documents to improve laws and address emerging issues. In the first eight months, a total of 241 decrees, 308 resolutions, 2,021 decisions, 25 directives, and 145 urgent messages were issued.
The Prime Minister has been directing an aggressive effort to reform administrative procedures and reduce business conditions. He has also been overseeing the operations of the two-tier local government, meeting with numerous global businesses to address project obstacles, and tackling environmental issues, natural disasters, and the aftermath of Typhoon No. 5.
Despite numerous difficulties and challenges, the Government, the Prime Minister, ministries, sectors, and localities have demonstrated great efforts and high concentration in completing a substantial amount of work. They have shown proactiveness, determination, and efficiency in management and governance, along with flexibility and timeliness in handling emerging issues. They have successfully promoted economic development in harmony with cultural, social, and environmental aspects while also enhancing international integration.
As a result, the socio-economic situation continues its positive trend, achieving many remarkable and comprehensive results that have earned the trust and high regard of the people, businesses, and investors. However, the tasks for the remaining months of the year remain challenging, requiring all levels, sectors, and localities to be more proactive, determined, and closely involved to accomplish the set goals.

After listening to the reports and opinions, Prime Minister Pham Minh Chinh provided additional analysis on the assessment of the situation, the direction and administration, and policy responses in August and the past period. He highlighted the outstanding socio-economic results, acknowledged limitations and shortcomings, analyzed their causes, and drew lessons for the future. He also provided forecasts for the upcoming period and outlined key tasks and breakthrough solutions for September and the fourth quarter across various fields.
The Prime Minister emphasized the lessons learned regarding situation awareness and appropriate, timely, flexible, and effective policy responses. He underscored the importance of maintaining unity and solidarity and the value of effective information and propaganda work. Additionally, he highlighted that “resources stem from thinking and vision, motivation stems from innovation and creativity, and strength stems from the people and businesses.” Especially, the Prime Minister affirmed that with the “say and do” spirit of the Party and the State, the people’s trust has been increasingly strengthened and enhanced.
Looking ahead, the Prime Minister requested that ministries and sectors continue to vigorously, comprehensively, and effectively implement laws, resolutions, conclusions, and directives of the Central Committee, the Politburo, the Secretariat, and the National Assembly. He asked for a thorough review of all targets for 2025 and the five-year period to strive for achievement and exceedance. He also emphasized driving growth drivers and striving for a GDP growth rate of 8.3-8.5% in 2025. He urged the completion of assigned projects, especially the construction and completion of the Politboro’s resolutions on education and training, health care, state economy, and cultural development. He also mentioned organizing the opening ceremony of the new school year and preparing to serve the Central Committee Conference and the National Assembly Session.
Regarding the state budget and public investment reports, the Prime Minister emphasized the need for proper, timely, and sufficient collection of taxes while preventing losses and promoting savings in spending. He noted that the new goals and requirements for public investment in the next period necessitate a change in thinking and approach, especially in focusing on projects with a “turning point” and “state-changing” nature, avoiding wastefulness and scattering of resources.
