The Ministry of Construction proposes to amend the regulations on income conditions for purchasing and leasing social housing

According to Clause 1, Article 30 of Decree No. 100/2024/ND-CP, the income conditions for purchasing and leasing social housing for subjects specified in Clauses 5, 6, and 8, Article 76 of the Housing Law are as follows:

For unmarried applicants, the monthly income must not exceed VND 15 million, based on the salary and wage scale confirmed by the agency, unit, or enterprise where the applicant is working.

For married applicants, the total monthly income of the applicant and their spouse must not exceed VND 30 million, based on the salary and wage scale confirmed by their respective employers.

The income condition is determined based on the one-year period immediately preceding the date of valid application submission to the investor for purchasing or leasing social housing.

In the draft, the Ministry of Construction proposes to amend the income conditions for purchasing and leasing social housing specified in Clause 1, Article 30 of Decree No. 100/2024/ND-CP as follows: Increase the income limit for unmarried individuals or those who are divorced, widowed, or certified as single to VND 20 million per month. For married applicants, the combined monthly income of the couple should not exceed VND 40 million.

For unmarried individuals or those who are divorced, widowed, or single parents with underage children, the average monthly income should not exceed VND 30 million, based on the salary and wage scale confirmed by their employer.

The income determination period is the 12 months immediately preceding the date of valid application submission to the investor for purchasing or leasing social housing.

Proposal to reduce the interest rate for preferential loans for purchasing and leasing social housing

The Ministry of Construction also proposes to amend the interest rate for loans for purchasing and leasing social housing through the Vietnam Bank for Social Policies, as stipulated in Clause 4, Article 48 of Decree No. 100/2024/ND-CP. The proposal suggests a reduction in the interest rate for preferential loans for purchasing and leasing social housing to 5.4% per annum.
