According to the inter-departmental guidelines, students will register for health insurance and make payments at their educational institution from the beginning of the academic year or term, with the following payment options: 3 months, 6 months, or 12 months (12 months is encouraged).
If a student’s health insurance card is valid for at least 10 days before its expiration, they should contact their educational institution to re-enroll using one of the above options.
For students whose health insurance cards expire in the remaining months of 2025 or who have not previously participated in health insurance, they will only pay for the remaining months until December 31, 2025. After that, they will enroll for health insurance using the above options for the entire year of 2026.
The value of the student health insurance card corresponds to the amount paid as stipulated.
For students from near-poor households (as defined by the requirement to participate in local health insurance, with a 70% state budget contribution) who have not yet participated in local health insurance, they should enroll at their educational institution. If they later receive a card under another category, they will be refunded according to regulations (the refund period starts from when the new category card becomes valid).
Students with health insurance cards under other categories (such as family members of the police, military, cipher department, poor, or near-poor) whose cards have expired and who do not continue under the same category can continue under the student category from the following month at their educational institution until the end of the standard term of the institution.
Students who have previously participated in family health insurance must switch to student health insurance at their educational institution to be eligible for primary health care funding.
Health Insurance Card Validity Period
As per regulations, the value of the health insurance card corresponds to the amount paid for health insurance as stipulated. If health insurance is maintained continuously, the card will be valid from the first day of the month following the month in which the previous card expires.
If this is the first time purchasing health insurance or if there has been a break in coverage of 90 days or more under one of the categories specified in Article 12 of the Health Insurance Law, the health insurance card will be valid 30 days after full payment of the health insurance premium.
For first-year students or those who had interrupted health insurance coverage in the previous academic year, enrollment should begin at the start of the new academic year.
For first graders, the validity period starts from October 1st of the first year of primary school or November 1st or December 1st of the month following the month the child turns 72 months old.
For twelfth graders, the card is valid until December 31st of that year.
For first-year students of a course, the card is valid from the date of enrollment. If a twelfth grader’s card is still valid after the enrollment date, the coverage starts from the date of expiration of the previous card.
For final-year students of a course, the card is valid from January 1st to December 31st of the final academic year to ensure continuous benefits and to avoid refunding the government’s health insurance contribution in case of a change in category.
