Deputy Minister Nguyen Hoang Long: Resolution 70-NQ/TW ushers in a new chapter in energy security

Speaking at the conference, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized that the Political Bureau’s Resolution 55-NQ/TW in 2020 on the orientation of the National Energy Development Strategy of Vietnam towards 2030, with a vision to 2045, has become a “guiding light”, providing a foundation for the country’s energy development direction. Based on this, the Ministry of Industry and Trade, along with various corporations, has implemented numerous strategies and master plans, achieving significant results.
As we enter a new phase, the Ministry of Industry and Trade established a task force to develop Resolution 70-NQ/TW, engaging multiple units and experts. This undertaking was approached “with a spirit of facing the truth, speaking the truth, accurately analyzing the situation, and properly assessing difficulties and obstacles.” Subsequently, fundamental solutions and strategic orientations were proposed.
According to Deputy Minister Nguyen Hoang Long, Resolution 70-NQ/TW mandates the entire political system to take action, with the Ministry of Industry and Trade playing a pivotal role. However, close coordination with other ministries, sectors, localities, and relevant organizations is essential. “Implementation is always the most challenging aspect, requiring the highest determination, great efforts, and truly resolute actions,” the Deputy Minister asserted.
Reporting at the conference, Deputy Director of the Oil, Gas, and Coal Department Trinh Duc Duy stated that after five years of implementing Resolution 55-NQ/TW, the energy sector has maintained stable growth, essentially guaranteeing national energy security. It has met the increasingly high demands for rapid and sustainable development, ensured national defense and security, and improved people’s lives.
Nevertheless, the energy sector still faces limitations and unresolved challenges. Many targets of Resolution 55-NQ/TW are unlikely to be achieved. There are shortcomings in the energy sector’s institutional framework, policies, and management practices. The progress of numerous power projects remains sluggish; energy potential remains untapped. Energy supply relies heavily on imports, and the risk of power shortages during double-digit growth periods is imminent. The energy sector’s infrastructure is inadequate and lacks synchronization. The quality of human resources and labor productivity in certain areas remain low…

Energy enterprises proactively concretize the Resolution
At the conference, General Director of the Vietnam Electricity Group (EVN) Nguyen Anh Tuan emphasized that Resolution 70-NQ/TW provides comprehensive direction and serves as a foundation for units to formulate action plans. EVN has instructed functional departments to promptly concretize the Resolution, focusing on perfecting mechanisms and policies and promptly applying a two-part electricity price to ensure transparency, fairness, and eliminate price differentials.
Deputy General Director of the Vietnam National Oil and Gas Group (Petrovietnam) Phan Tu Giang opined that Resolution 70-NQ/TW represents a significant shift from Resolution 55, offering more relaxed mechanisms that facilitate investment activities. Petrovietnam will develop an action program aligning the group’s development strategy with the goal of ensuring national energy security and simultaneously proposing the early institutionalization of the Resolution’s contents.
Meanwhile, General Director of the National Power Transmission Corporation and Electricity Market of Vietnam (NSMO) Nguyen Duc Ninh assessed that Resolution 70-NQ/TW serves as a framework mechanism, providing a foundation for policy systematization and technological orientation. He noted that the period from 2027 to 2032 would be challenging due to surging electricity demand and the tangible risk of supply-demand imbalance. NSMO will focus on modernizing the power system, developing infrastructure, and fostering high-quality human resources while closely coordinating with the Ministry of Industry and Trade in implementing mechanism solutions and master plans.
‘Do it now’ spirit, abandoning the concept of gradual progress
Concluding the meeting, Deputy Minister Nguyen Hoang Long emphasized that while Resolution 55-NQ/TW laid the strategic foundation for the energy sector, earning high praise from domestic and international public opinion, Resolution 70-NQ/TW takes a further step forward. It is more detailed and concrete, closely aligned with the pulse of life, and directly addresses the practical and urgent issues that the entire sector is grappling with.
According to the Deputy Minister, thanks to the focused contributions of representatives from agencies, organizations, corporations, and units involved in the Resolution’s formulation process, Resolution 70-NQ/TW has been refined to reflect the aspirations, wishes, and development requirements of the energy sector accurately.
“The Resolution is just the beginning. The biggest challenge lies in its practical implementation. This stage is arduous and demanding, requiring resoluteness, creativity, and a ‘do it now’ spirit. There is no longer the concept of gradual progress. Instead, we must tackle mechanism and policy obstacles as early as 2025,” asserted Deputy Minister Nguyen Hoang Long. He urged the energy sector and enterprises to internalize the spirit of “running while arranging the queue,” proactively formulating action plans, and scientifically and reasonably prioritizing tasks. He also emphasized the importance of active participation and contribution to ensure unity and effectiveness in implementing the Resolution.
