Hanoi People’s Committee Allocates Land in Tay Ho Tay Urban Area
The Hanoi People’s Committee has recently allocated over 41,255 square meters of land in the K4TT1 and K4CX1 blocks of the Tay Ho Tay (Starlake) urban center in Xuan Dinh ward to the Hanoi Land Development Center for management and proposed usage.
Of this land area, approximately 36,650 square meters are zoned for low-rise residential construction, while the remaining 4,605 square meters are allocated for greenery and walkways. This land is provided free of charge, but the receiving unit is responsible for reimbursing infrastructure costs to the investor, Daewoo Engineering & Construction (Hàn Quốc).
Earlier in July, the city also handed over nearly 7 hectares of land in Tay Ho Tay to Daewoo Engineering & Construction for the seventh phase of their project. Of this, 4,600 square meters in the K2HH1 block will be used for the construction of a mixed-use complex, including public services, commercial areas, and luxury residences. Approximately 27,000 square meters in the K2CT1 block are designated for high-rise residential buildings. Homeowners will have stable long-term land use rights.
Additionally, almost 800,000 square meters of land in the C2TH1 and C2NT1 blocks are allocated for the construction of kindergartens and elementary schools. Over 12,000 square meters are handed over to the investor for the development of urban roads as per the master plan. Upon completion of the construction, Daewoo Engineering & Construction will be responsible for maintaining and transferring the infrastructure to the local government for management.

Tay Ho Tay is the urban area with the most expensive land prices in the capital.
The Tay Ho Tay urban center project, commercially known as Starlake, spans over 168 hectares with a total investment of approximately 1.3 billion USD. It covers the wards of Xuan La, Nghia Do, Xuan Tao, and Co Nhue 1.
According to the land price list issued by the Hanoi People’s Committee in late 2024 (valid until December 31, 2025), Tay Ho Tay is the urban area with the highest land prices in the capital. The most expensive land plot in the project is priced at over 113 million VND per square meter, which is 3.3 times higher than the previous land price frame.
According to batdongsan.com.vn, many apartments in the Starlake urban area are listed for sale at prices exceeding 130 million VND per square meter. For the villa segment, the prices are even higher, ranging from 400 to 800 million VND per square meter.
The project investor, Daewoo Engineering & Construction, is a 100% foreign-owned enterprise established by five major Korean construction groups. However, Daewoo now holds all the shares with a charter capital of 4,566 billion VND.
Expanding Hanoi’s An Khanh – An Thuong Urban Area
The Hanoi People’s Committee has allocated an additional 4,005 square meters of land in An Khanh Commune to Ha Do Group Joint Stock Company for the development of the An Khanh – An Thuong Urban Area project. With this adjustment, the total land area for the project now stands at 302,810 square meters.
“Rethinking Land Valuation for Three BT Contracts in Thu Thiem”
The three construction investment projects: four main roads in the new Thu Thiem Urban Area, Thu Thiem 2 Bridge, technical infrastructure for the northern residential area, and completion of the North-South axis within the new Thu Thiem Urban Area will undergo a comprehensive review. This review will delineate boundaries, pinpoint locations, and determine the land area and land prices for the portions that have been allocated for land handovers or leases to investors as a form of payment.
