Recently, Mr. Pham Duoc, Chairman of Duy Nghia Ward, Da Nang, shared that Mr. Nguyen Thanh Duy (DOB: 1985, from Tay Son Dong village, Duy Hai Ward, Duy Xuyen District, former Quang Nam province; now Duy Nghia Ward, Da Nang) has complied with the fine imposed by the Chairman of the People’s Committee of the former Quang Nam province.

Accordingly, this individual has paid a fine of 455 million VND for encroaching on state-managed land.

Quang Nam 5-star Resort Project: What Surprises Lie Behind the 1,500 Billion Investment?

Previously, in November 2024, Adventure Ocean Co., Ltd. (headquartered in Ho Chi Minh City) submitted a proposal to the People’s Committee of the former Quang Nam province to invest in a 5-star resort project in Duy Hai Ward, Duy Xuyen District, former Quang Nam province; now Duy Nghia Ward, Da Nang.

The proposed plan included a construction scale of approximately 8 hectares and a total investment of 1,500 billion VND, with a deployment period from 2024 to 2028.

After reviewing the proposal from Adventure Ocean Co., Ltd., the Chairman of the People’s Committee of the former Quang Nam province requested the enterprise to coordinate with the Department of Planning and Investment of the province, the People’s Committee of Duy Xuyen District, and related units to provide documents and guidance on implementing procedures in accordance with regulations.

According to Mr. Pham Duoc, up to the present, the project proposed by Adventure Ocean Co., Ltd. has not been licensed by the competent authorities for investment policies, and is still in the research and survey stage.

However, prior to this, the functional forces had detected multiple violations by Mr. Nguyen Thanh Duy.

The illegally constructed embankment encroaching on the sea

Specifically, in 2024, Mr. Nguyen Thanh Duy (allegedly representing Adventure Ocean Co., Ltd.) repeatedly pumped sand onto plots of land numbered 10, 13, 14, 27, 28, and 78 in the former Duy Hai Ward, resulting in a fine of 25 million VND.

In late 2024, the local authorities again discovered that Mr. Nguyen Thanh Duy had constructed an embankment approximately 645 meters long, 0.3 meters wide, 1.2 meters high, with steel protruding 1.2 meters, and a concrete structure.

Upon inspection, the former Quang Nam province confirmed that the area encroached by Mr. Duy was substantial, including over 1.1 hectares of unused land, nearly 2.3 hectares of production forest land, and more than 0.9 hectares of river land, totaling over 4.3 hectares. All of this land was managed by the People’s Committee of the former Duy Hai Ward.

In response to these violations, in February 2025, the Chairman of the People’s Committee of the former Quang Nam province issued a decision to fine Mr. Nguyen Thanh Duy 455 million VND for administrative violations.

Recently, regarding the information about the illegal erection of signage and construction in the area where Adventure Ocean Co., Ltd. proposed the project, Mr. Pham Duoc stated that the local authorities had inspected and requested Mr. Nguyen Thanh Duy to remove all machinery and equipment from the site.

Mr. Duoc emphasized that the locality always welcomes and will facilitate enterprises to carry out projects that contribute to local socio-economic development. However, all activities must comply with legal regulations.

In a conversation with the press, Mr. Nguyen Thanh Duy shared that he is coordinating with the functional forces of Da Nang city to complete the procedures for obtaining the project investment license. He denied any information about illegal construction activities.
