During his visit to Tianjin, China, Prime Minister Pham Minh Chinh attended the SCO Summit 2025 as a guest of the host country. He also took the opportunity to meet with Chinese leader, General Secretary, and President Xi Jinping.
In this significant meeting, one of the key topics discussed was the potential of AI development.
Prime Minister Pham Minh Chinh requested that China direct Tsinghua University to offer PhD scholarships in AI for Vietnamese students. He also proposed that China provide large-scale training programs in critical fields such as AI, semiconductors, quantum technology, and low-orbit satellites. The Prime Minister suggested both sides actively implement the Vietnam-China Year of People-to-People Exchange, the “Red Journey” for young people of the two countries, visa exemption negotiations, and increase commercial flights between localities.
President Xi Jinping emphasized the need to accelerate the construction of smart border gates and cross-border economic cooperation zones. He also proposed organizing meaningful activities to celebrate the 75th anniversary of the establishment of diplomatic relations and the “Red Journey” study tour in China for Vietnamese youth.

According to the report “Vietnam’s AI Economy,” published by the National Innovation Center (NIC), the Japan International Cooperation Agency (JICA), and Boston Consulting Group (BCG), AI is expected to become a core driver of Vietnam’s economic growth by 2040, contributing between $120 billion and $130 billion. This significant impact will be achieved through improved productivity and cost savings.
Specifically, $45-55 billion will be generated through consumer demand for AI-powered products and services, while $60-75 billion will be saved due to increased automation, predictive analytics, and enhanced efficiency enabled by AI technology.
Experts emphasize that Vietnam is at a crucial stage in its AI development journey. To achieve the projected $130 billion contribution, Vietnam must take decisive actions. Firstly, it should prioritize AI use cases with high impact in both the public and private sectors, supported by effective communication channels and public-private partnerships.
Secondly, it is essential to foster a sustainable AI startup ecosystem through structured acceleration programs and a national innovation fund for AI.
Thirdly, Vietnam needs to establish robust collaborative research mechanisms, coupled with modernized AI training programs and specialized courses to enhance the capabilities of talented individuals in this field, along with dedicated research and development efforts.
