The City of Ho Chi Minh: Redevelopment of Old Apartments in 42 Wards

The Ho Chi Minh City Department of Construction has reported to the Ho Chi Minh City People’s Committee on the implementation of Resolution No. 17/2025 of the Ho Chi Minh City People’s Council on incentives and support policies for investors in the renovation and reconstruction of old apartment buildings in the city.

42 wards with old apartments

Before the merger, Ho Chi Minh City had 474 apartments built before 1975, of which 462 have been inspected and categorized as 332 Grade B, 114 Grade C, and 16 Grade D apartments.

The Department of Construction proposed that the Ho Chi Minh City People’s Committee assign the Department of Finance to take the lead in guiding the Department of Construction in allocating budget estimates from the city’s regular expenditure sources to implement the mechanism according to Resolution 17/2025.

The People’s Committees of the 42 wards with old apartments built before 1994 are responsible for informing organizations and individuals in the areas with apartments eligible for renovation and reconstruction to participate in the implementation.

Resolution 17/2025 of the Ho Chi Minh City People’s Council, issued on July 24, stipulates incentive mechanisms for investors in renovation and reconstruction projects of old apartment buildings in the city. Accordingly, the city will support 50% of the cost of technical infrastructure outside the building, including transportation, water supply, drainage, lighting, and waste treatment systems, with a maximum support of VND 10 billion per project.

In addition, the city will support 50% of the cost of relocating and forcibly evicting households according to the approved plan. The support will only be provided after the investor completes the infrastructure or relocation work according to the approved schedule. In case the project is implemented in phases, the support will be considered accordingly.

Relocating residents from Pham The Hien Apartment Building

Vice Chairman of the Ho Chi Minh City People’s Committee, Bui Xuan Cuong, has assigned the People’s Committee of Chanh Hung Ward to urgently develop a plan to relocate households from the Pham The Hien Apartment Building according to the approved project for urban renovation of residential areas on and along channels and ditches in District 8.

At the same time, Chanh Hung Ward is requested to immediately implement measures to ensure the safety of residents living in the Pham The Hien Apartment Building (with about 450 households).

According to the Department of Construction, the beams, floors, and columns of the apartment building are severely damaged with concrete peeling off at multiple locations; the internal steel bars are heavily corroded; and many concrete sections are cracked and peeling, posing a risk of falling and endangering residents.

Additionally, the balconies are in a state of serious disrepair and are detached from the structure, also posing a risk of falling.

The inspection results indicate that the Pham The Hien Apartment Building is rated as Grade C, meaning that a portion of its structural load-bearing capacity cannot meet normal usage requirements, and localized dangerous conditions exist.
