The Ho Chi Minh City People’s Committee has issued Document No. 1368/UBND-DT on establishing a fund for houses and land plots for resettlement of public investment projects.
Accordingly, the Ho Chi Minh City People’s Committee assigns the Ho Chi Minh City Construction Project Management Board to coordinate with the Compensation and Site Clearance Divisions of the Department of Agriculture and Environment to survey the demand for resettlement arrangement for public investment projects that the units are implementing and expected to implement in 2026 and the following years.
At the same time, coordinate with the People’s Committees of wards and communes where the projects are located to review the planning of suitable land areas and propose investments in the construction of resettlement areas.
The Department of Construction is assigned to advise the Ho Chi Minh City People’s Committee on establishing a fund for houses and land plots for resettlement based on the demand for resettlement arrangement and the proposal for investment in the construction of resettlement areas by the units. Report the results before October 15th.
This direction of the Ho Chi Minh City People’s Committee is based on the proposal of the Department of Construction in Document No. 3874/SXD-PTĐT related to the above content.
Binh Khanh Resettlement Area in Thu Thiem New Urban Area has been abandoned for about a decade.
In the document, the Department of Construction states that the Law on Land and Housing has regulations on the responsibilities of the People’s Committees of provinces and districts in organizing and implementing resettlement projects, resettlement areas, and sources of capital for resettlement projects.
In the past, to ensure the arrangement of capital sources to meet the demand for resettlement of public investment projects in the area, the investment in the construction of resettlement areas was made from the compensation capital of public investment projects. The use of compensation capital from public investment projects is also advantageous in monitoring and settling investment capital.
However, up to now, the units have not reported on the implementation of public investment projects in the area and have not determined the specific needs in terms of expected quantity, type, and scale of land plots and apartments, nor proposed investment projects for resettlement. Therefore, the Department of Construction does not have a basis to advise the City People’s Committee on the investment in the construction of resettlement areas as directed.
The Department of Construction understands that in the coming time, when the units implement public investment projects, they will determine the specific needs for resettlement and make estimates for compensation, support, and resettlement capital of the projects. The Department of Construction will proactively coordinate with relevant units to review the overall needs for resettlement and timely advise the Ho Chi Minh City People’s Committee to organize the investment in the construction of resettlement areas to ensure resettlement for public investment projects in the city.
In addition, the Department of Construction is also reviewing and updating the list of projects and land areas expected to invest in the development of social housing in the housing development plan. The aim is to contribute to the establishment of a social housing fund to serve cases where social housing is used for resettlement in Ho Chi Minh City.
Once a Billion-Dollar Profit-Maker, This Real Estate Giant Now Targets 40,000 Affordable Housing Units Despite Modest Earnings.
The struggling situation of Dia Oc Hoang Quan, a real estate company, is a cause for concern. With a dismal track record of failing to meet business targets for nine consecutive years, their annual profits barely scrape over $1 million. The years 2021 and 2023 were particularly grim, with meager profits of just $174,000 to $218,000. This underperformance paints a picture of a company in dire need of a strategic overhaul to reverse its fortunes.
“National Housing Fund Suggestion: Renting Homes, Not Trading or Selling”
The National Housing Fund is a revolutionary initiative, stemming from Resolution No. 201/2025/QH15, which pilots special mechanisms and policies for social housing development. This fund is unique in its nature, operating as a rental-only model, where units are ‘entered but never leave’. Instead of buying and selling, the fund solely focuses on providing a stable and accessible rental service, funded by the government and legal contributions from various sources. This innovative approach aims to create a sustainable and inclusive housing solution for those in need.
