The Ho Chi Minh City People’s Committee has issued Document No. 1368/UBND-DT on establishing a fund for houses and land plots to serve resettlement purposes for public investment projects.
Accordingly, the Ho Chi Minh City People’s Committee assigns the Ho Chi Minh City Construction Project Management Board to coordinate with the Compensation and Site Clearance Divisions of the Department of Agriculture and Environment to survey the demand for resettlement arrangement for public investment projects that the units are implementing and expected to implement in 2026 and the following years.
At the same time, they are requested to coordinate with the People’s Committees of wards and communes where the projects are located to review the planning of suitable land areas and propose investments in the construction of resettlement areas.
The Department of Construction is assigned to advise the Ho Chi Minh City People’s Committee on establishing a fund for houses and land plots to serve resettlement purposes, based on the demand for resettlement arrangement and proposals for constructing resettlement areas from the units. The implementation results are to be reported before October 15th.
This direction from the Ho Chi Minh City People’s Committee stems from a proposal made by the Department of Construction in Document No. 3874/SXD-PTĐT regarding the above content.
Binh Khanh resettlement area in Thu Thiem New Urban Area has been abandoned for about a decade.
In the aforementioned document, the Department of Construction states that the Law on Land and Housing has provisions outlining the responsibilities of the People’s Committees of provinces and districts in organizing and implementing resettlement projects, areas, and the types of capital sources for resettlement projects.
In the past, to ensure the arrangement of capital sources and timely meet the demand for resettlement in public investment projects in the area, the construction of resettlement areas has been carried out using compensation funds from public investment projects. The use of compensation funds from these projects also facilitates monitoring and settlement of investment capital.
However, up to now, the units have not reported on the implementation of public investment projects in the area, nor have they determined the specific needs in terms of expected quantity, types, and scale of land plots and apartments, or proposed investment projects for resettlement. As a result, the Department of Construction lacks the basis to advise the City People’s Committee on the construction of resettlement areas as directed.
The Department of Construction understands that in the future, when the units implement public investment projects, they will identify the specific needs for resettlement and make estimates for compensation, support, and resettlement capital sources for the projects. The Department of Construction will proactively coordinate with relevant units to review the overall demand for resettlement and timely advise the Ho Chi Minh City People’s Committee on organizing the implementation of investment in the construction of resettlement areas to ensure resettlement for public investment projects in the city.
Additionally, the Department of Construction is also reviewing and updating the list of projects and land areas planned for investment and development of social housing in the housing development plan. The aim is to contribute to the establishment of a social housing fund to serve cases where social housing is used for resettlement purposes in Ho Chi Minh City.
