The Minister of Construction has issued Circular No. 14/2025/TT-BXD, providing regulations on driver training, as well as refresher training, examination, and certification of legal knowledge in road traffic law.
The circular outlines the requirements for learner drivers as of September 1, 2025, as follows:
– Learner drivers must be Vietnamese citizens, foreign nationals permitted to reside or currently working/studying in Vietnam.
– Those seeking to upgrade their driving licenses must meet the requirements specified in Clause 4, Article 60 of the Law on Road Traffic Order and Safety; the safe driving experience required for each license category is detailed as follows:
+ For upgrades from B to C1, B to C, B to D1, B to BE, C1 to C, C1 to D1, C1 to D2, C1 to C1E, C to D1, C to D2, D1 to D2, D1 to D, D1 to D1E, D2 to D, and D2 to D2E: a minimum of 2 years of safe driving experience is required;
+ For upgrades from B to D2, C to CE, and C to D: a minimum of 3 years of safe driving experience is mandatory.
– Individuals holding a B category license for automatic transmission vehicles can apply for a new B category license for manual transmission vehicles (stick shift), and those with a B category license can apply for a new C1 category license as per the regulations. The learner driver’s dossier shall comply with the provisions of Clause 1, Article 14 of Circular 14.
