The Prime Minister has approved a plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security in 2025 (Decision No. 1891). This includes reducing the processing time for driver’s license applications from 7 working days to 4.5 days, and for driver’s license renewals and replacements from 5 working days to 3.5 days.

Additionally, the Prime Minister has decided to eliminate the procedure of re-issuing testing permits for driving test centers of types 1, 2, and 3 in cases where the permit is damaged, lost, or the center’s name changes. Instead, electronic versions of the permits will be used, and name changes will be adjusted electronically.

The simplified administrative procedures also include online registration for domestically produced and assembled vehicles, as well as imported ones. The registration results will be integrated into individuals’ VNeID, and registration fees will be reduced by 30% compared to the current rates in provinces and centrally-run cities.

Furthermore, the Prime Minister has approved a 30% reduction in registration fees for temporary vehicle registration procedures, whether done through the full online public service or partially online or direct public service.

Regarding the procedure for issuing vehicle registration certificates and license plates in case of change of vehicle ownership (vehicle transfer), the simplification includes piloting the implementation of electronic transactions for vehicle ownership transfer on the public service portal. This will be initially implemented in localities with complete marriage data.

The reason for replacing notarized vehicle purchase and sale contracts with electronic data on vehicle ownership transfer on the Public Service Portal is to save costs and time for citizens.
