The Resolution emphasizes the crucial role of energy security in Vietnam’s sustainable development, aiming to ensure sufficient, stable, and high-quality energy supplies while reducing emissions. By 2030, Vietnam targets a primary energy supply of approximately 150-170 million tons of oil equivalent, with a significant focus on renewable energy sources, accounting for 25-30% of the total primary energy supply.

The Resolution also underscores the development of nuclear energy with the deployment of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, emphasizing safety, efficiency, and technological advancements. It encourages the involvement of private and state-owned enterprises in small modular reactor development.

Furthermore, the Resolution outlines strategies for oil and gas exploration, coal mining, and the promotion of wind and solar power, prioritizing system safety and reasonable pricing. It calls for innovative mechanisms to attract social resources for energy development and ensure dedicated capital for energy projects, including large-scale BOT power projects.

Additionally, the Resolution highlights the importance of a well-trained workforce in the energy sector, aiming to train a minimum of 25,000-35,000 engineers and experts, particularly in the field of nuclear energy.
