The Resolution emphasizes the crucial role of energy security in Vietnam’s rapid and sustainable development, especially in achieving the country’s strategic goals for 2030 and 2045. It aims to ensure a stable and high-quality energy supply, reduce emissions, and meet the demands of economic and social growth, national defense, and improved living standards for the people.

By 2030, Vietnam targets a primary energy supply of approximately 150-170 million tons of oil equivalent, with a total electricity capacity of 183-236 GW or higher, depending on system requirements and socio-economic conditions. The resolution also sets a target of 25-30% renewable energy in the primary energy mix.

Looking towards 2045, the resolution emphasizes ensuring national energy security, promoting a competitive and transparent energy market, and developing a sustainable and environmentally friendly energy sector.

The Resolution outlines key tasks and solutions for ensuring and promoting energy development, including the urgent deployment of Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects with suitable partners, bringing them into operation by 2030-2035. It also emphasizes the development of a flexible-scale nuclear power program and small modular reactors, along with encouraging state and private sector participation in small modular nuclear power development.

For oil and gas, the resolution calls for intensified exploration and exploitation in potential areas, deep waters, and far shores, linked with safeguarding national sovereignty. It also emphasizes efficient recovery and exploitation of small fields and near-border blocks.

In terms of coal, the resolution promotes efficient and economical domestic coal mining and flexible mechanisms for coal exploitation and imports. It also encourages overseas investment in coal exploration and mining for types of coal that Vietnam needs to import.

For wind and solar power, the resolution prioritizes their development, ensuring system safety and reasonable electricity prices, especially for self-produced and self-consumed sources and rooftop solar power.

The Resolution also emphasizes the need for breakthrough mechanisms to attract social resources for energy development and ensure capital for energy planning, particularly for the national power development plan for 2021-2030, with a vision towards 2050. It proposes preferential credit mechanisms or government guarantees for critical national energy projects, including large-scale, urgent, and important BOT power projects.

Additionally, the resolution outlines a proposal to develop a high-quality human resource program for the energy sector, aiming to train a minimum of 25,000 – 35,000 engineers and experts in the energy field, with a particular focus on nuclear energy.
