Unblocking Challenges for Ho Chi Minh City’s Ring Road 3 Project

Considering the reports and proposals from the Ministry of Construction on resolving challenges in four sub-projects under Ho Chi Minh City’s Ring Road 3 Project, Deputy Prime Minister Mai Van Chinh instructed the People’s Committees of Ho Chi Minh City, Dong Nai, and Tay Ninh to promptly execute the following tasks:

Land Clearance

Deputy Prime Minister Chinh urged the People’s Committees of Ho Chi Minh City, Dong Nai, and Tay Ninh to vigorously direct relevant units to expedite the relocation of remaining high-voltage power lines, aiming for completion by September 15, 2025. Specifically, Ho Chi Minh City has one remaining location in sub-project 5 at the Tan Van intersection; Dong Nai has eight locations in sub-project 3, including six at the intersection with Ben Luc – Long Thanh Expressway and two at Huong Lo 9 overpass; and Tay Ninh (previously Long An) has one location in sub-project 7 at the kilometer mark of Km90+615.

Materials and Construction

Regarding materials, the Deputy Prime Minister instructed the People’s Committees of Ho Chi Minh City, Dong Nai, and Tay Ninh to direct project investors and contractors to proactively collaborate with quarry owners to ensure a steady supply of sand and stone to the construction site, thereby preventing delays in the project timeline.

As for construction, the three localities were instructed to direct investors and contractors to intensify construction activities, closely monitor progress to meet the 2025 completion goal set by the Prime Minister, especially for the 4.6-kilometer stretch from the Cach Mang Thang Tam – Binh Goi Bridge intersection to the Tan Van intersection under sub-project 5. They were also advised to regularly inspect and supervise construction work, implement timely solutions to compensate for any delays, make allowances for unfavorable weather conditions, and augment construction resources, including personnel, equipment, and financial backing, to facilitate round-the-clock operations and ensure the timely completion of the projects without compromising quality and safety.

Tan Van Intersection Investment Plan

Deputy Prime Minister Chinh requested the People’s Committee of Ho Chi Minh City to promptly devise a comprehensive investment plan for the Tan Van intersection, ensuring its efficient and synchronized operation as per the Prime Minister’s instructions in Official Dispatch No. 43/TB-VPCP dated February 13, 2025.

Ho Chi Minh City’s Ring Road 3 Project spans approximately 76.3 kilometers and comprises eight sub-projects, including four construction and four land clearance sub-projects.
