All Teachers Expected to Receive a Base Salary Increase
As we embark on a new school year, one of the issues that has captured the attention of Vietnamese society is the policy regarding teachers’ salaries and benefits. Vietnam’s Minister of Education and Training, Nguyen Kim Son, recently shared with the Vietnam News Agency that following the National Assembly’s passage of the Law on Teachers, the Ministry has been diligently working on a set of guiding documents to ensure the swift implementation of this policy.
The Law on Teachers clearly stipulates that teachers’ salaries will be ranked at the highest level within the administrative salary scale. This significant step forward underscores the importance and value of educators in society and serves as a powerful incentive to attract high-quality talent into the education sector.
According to Minister Nguyen Kim Son, the Ministry of Education and Training is finalizing a detailed draft on teachers’ salaries, allowances, and supportive policies to attract and retain the best educators.
“It is anticipated that the base salary for all teachers will increase, with a minimum raise of approximately 2 million VND and a potential maximum of up to 5-7 million VND per person per month. This additional amount is calculated based on the basic salary and does not include various other allowances,” shared Minister Son, as quoted by Dan Tri newspaper.
Prior to this development, the Law on Teachers (Law No. 73/2025/QH15) was passed by the National Assembly on June 16, 2025, and will officially come into effect on January 1, 2026. This law is expected to bring about a breakthrough in caring for, honoring, and developing the country’s teaching staff, establishing their legal status, rights, and obligations in the field of education.
Teachers to Continue Receiving Special Allowances
According to Conclusion 83-KL/TW of the Politburo, the application of the new salary system will be considered for implementation after 2026. Meanwhile, Resolution 27-NQ/TW clearly states that when the new salary policy is implemented, the current allowance system will be rearranged, and the seniority allowance will be discontinued, except for the military, police, and cypher sectors.
However, according to the transitional provision in Article 42, Clause 2 of the 2025 Law on Teachers (effective from January 1, 2026), teachers will continue to receive seniority allowances until the new salary policy is fully implemented.
As a result, the seniority allowance for teachers has not been abolished and will be maintained until the new salary policy comes into effect.
Here’s how the seniority allowance is calculated:

According to Article 4 of Decree 77/2021/ND-CP, teachers who have been teaching and contributing to compulsory social insurance for at least 5 years (60 months) will be eligible to receive the seniority allowance.

The seniority allowance is calculated as 5% of the current salary, plus any leadership allowances (if applicable) and seniority allowances beyond the framework (if any).

Starting from the sixth year and for each additional year of work with 12 full months, there will be a 1% increase in the seniority allowance.

Seniority allowance for teachers: This allowance is paid along with the monthly salary. It is considered when calculating and receiving social insurance benefits such as social insurance, health insurance, and unemployment insurance.

According to statistics from the 2023-2024 school year, there were a total of 1,251,377 teachers across all levels of education in Vietnam.
