Provincial Budget Revenue Surpasses Plan
Since the beginning of the year, the province has directed specialized agencies and local governments to closely monitor targets and focus on areas with high development potential. Budget revenue collection has been aggressively implemented, with tax and customs authorities scrutinizing each locality and tax type to identify potential revenue sources, while also tightening management, combating revenue loss, and promoting administrative procedure reform to facilitate businesses.

As a result, in the first eight months of the year, the province’s total state budget revenue reached more than VND 47,093 billion, exceeding the nine-month scenario by 11%; of which domestic revenue reached VND 35,476 billion, equivalent to 121% of the scenario. This is an important foundation for the province to have additional resources to achieve its record growth target.
Quang Ninh continues to strongly improve the investment and business environment, considering this as the key to attracting foreign direct investment (FDI). Many large corporations around the world have chosen Quang Ninh as their destination: Foxconn with 5 projects worth nearly $1 billion, and Jinko Solar with a total investment of $2.5 billion. In early August, the province granted certificates to two large projects in Mong Cai, including the Hai Yen Industrial Park project worth more than VND 1,100 billion and a seafood processing project for export worth VND 52 billion.
Tourism Breakthrough, Aiming for the Premium Segment
Tourism continues to be a key economic sector, making important contributions to growth. In the first eight months of the year, Quang Ninh welcomed 16.2 million visitors, including nearly 3 million international visitors, an increase of 23% over the same period. Tourism revenue reached VND 41,380 billion, an increase of more than 20%.
To create a new impetus, many premium tourism products have been put into operation: The “In Search of the Drop of Jade” show at Vung Duc Cave, the “Ha Long Bay Night Cruise”, discovery tours of Bai Tu Long Bay and pristine islands… Especially, cruise tourism is vibrant again with an expected 70 cruises, nearly 90,000 international visitors arriving at Ha Long port in 2025, an increase of 30% compared to 2024.
From now until the end of the year, 54 localities have registered 148 cultural, sports, culinary, and entertainment events, creating more attraction for tourists. Activities such as “Golden Autumn in Uong Bi”, Ha Long – Quang Ninh Food Festival, Mid-Autumn Festival and Art of Lights by the heritage bay… are expected to enhance experiences and increase tourism revenue.
Determined to Achieve Record Targets
In parallel with tourism and services, Quang Ninh considers accelerating public investment and the development of processing and manufacturing industries as the main drivers. Localities focus on removing bottlenecks in land and site clearance, especially in Song Khoai and Bac Tien Phong industrial parks. Many projects in the electronics, smart device, and automobile assembly industries… are being accelerated, including a speaker and headphone factory by Tonly Vietnam and an automobile manufacturing project by Thanh Cong – Viet Hung.

The coal and electricity sectors continue to receive support to maintain stable production, contributing to national energy security and local budgets. The Provincial Party Committee’s action programs to implement the Political Bureau’s resolutions, especially the “quartet of key resolutions”, are being concretized, creating a long-term policy framework for development.
The theme of Quang Ninh’s work in 2025 is “breakthrough in economic development, creating momentum for the new term”. With a GRDP growth target of 14%, the province is synchronously implementing 8 key tasks, from budget management, improvement of the investment environment, development of high-quality tourism, to the acceleration of industrial infrastructure and the promotion of large-scale FDI projects.
The results of the first eight months of the year show that Quang Ninh has made a solid start. However, to achieve the record target, the entire political system and business community need to maintain their determination, maximize development potential, turn challenges into opportunities, and affirm their role as the leading growth pole in the North.
