On August 19, the Investment Project for the Construction and Business of Technical Infrastructure of Tran Yen Industrial Park (phase I) was officially inaugurated within the framework of the groundbreaking and inauguration of 250 projects and investment projects to celebrate 80 years. of the August Revolution and National Day on September 2.
The project is located in Au Lau ward, Lao Cai province (formerly Bao Hung and Minh Quan communes, Tran Yen district, Yen Bai province), with an area of 254.59 ha, and has been planned with synchronous technical infrastructure, transportation, power supply, water supply, and wastewater treatment systems. The project has a total investment of over VND 2,184 billion in phase 1, and the investor is Viglacera Corporation.
With its location near the Noi Bai – Lao Cai expressway, on the Kunming – Lao Cai – Hanoi – Hai Phong – Quang Ninh economic corridor, and the high-speed rail route Lao Cai – Hanoi – Hai Phong being implemented, the industrial park is expected to attract many secondary investors domestic and foreign investors and create a new growth momentum for the southern area of Lao Cai province.
According to Viglacera, when put into operation, Tran Yen Industrial Park will create jobs for 15,000 laborers and contribute VND 1,500 billion to the state budget annually.
Regarding site clearance, according to a report by Au Lau Ward this morning, the project affects 425 households, individuals, and organizations, and is implemented in 2 phases. In phase 1, the total land area to be recovered is 109 ha, affecting 165 households, individuals, and organizations. In phase 2, the total area recovered is 145.59 ha, affecting 257 households, individuals, and 3 organizations.

The ward leaders said that the current difficulty in site clearance is that a household is identifying the origin of land use, the time of formation of assets on the land, and other papers related to the land user.
In addition, the origin of land use after verification has many contents that need to be adjusted in the map, the site recovery dossier due to the wrong identification of the owner, the wrong land code, takes a lot of time to review and adjust. Some households do not agree to sign to confirm the results of the confirmation of the origin of the land use right. In addition, there are some other specific cases.
At the working session, Viglacera Corporation proposed to the People’s Committee of Lao Cai province to speed up the progress of publicity, submission of dossiers, appraisal of plans to complete compensation and site clearance; publicity of the planning position of the new cemetery area so that households can move their graves.
At the same time, the project investor requested to speed up the construction of the resettlement area to ensure the progress of land recovery; speed up the work of moving power and telecommunication lines, underground works to ensure the progress of the project; construction of traffic infrastructure, clean water plant of the project.
Concluding the working session, Mr. Nguyen The Phuc – Vice Chairman of the Provincial People’s Committee acknowledged the achievements, at the same time requested Au Lau Ward to thoroughly grasp and well implement the motto of being drastic, flexible, and ensure the proper application of legal regulations to speed up the progress of site clearance.
Mr. Nguyen The Phuc also requested Au Lau Ward to closely follow the guiding documents to solve problems arising in reality; survey the cemetery area, approve the design plan so that people can soon move their graves.
The Vice Chairman of the Provincial People’s Committee assigned the Department of Agriculture and Environment to support the Ward in completing plans and procedures. The Compensation and Site Clearance Council updates the unit price just issued by the Provincial People’s Committee to soon organize the implementation of site clearance.
Regarding the progress, Mr. Nguyen The Phuc emphasized that by October 30, it is necessary to ensure the completion of site clearance of phase 1 (equivalent to 109 ha), and by December 31, the entire site clearance of the project must be completed.
