In a recent development, Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1891/QD-TTg, dated September 3, 2025, approving the plan to cut and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security for the year 2025.

One of the notable aspects of Decision No. 1891 is the 30% reduction in vehicle registration fees and charges.

Specifically, according to the plan to simplify administrative procedures, online procedures for initial vehicle registration for domestically produced and assembled vehicles, as well as imported ones, have been streamlined. The same applies to procedures for changing and re-issuing vehicle registration certificates and license plates, which can now be partially or fully completed through the public service portal.

The decision also integrates the vehicle registration results into individuals’ VNeID and reduces fees and charges by 30%, in line with the rates applicable in provinces and centrally-run cities.

Additionally, the Prime Minister has approved a 30% reduction in fees and charges for temporary vehicle registration when conducted through the full online public service or partially online or direct service.

Streamlining Multiple Administrative Procedures

Apart from reducing fees and charges, the Prime Minister has approved a reduction in the processing time for driver’s license issuance from 7 working days to 4.5 working days (a decrease of 2.5 days). The time required for driver’s license exchange has been reduced from 5 working days to 3.5 working days (a 1.5-day reduction), and the same timeframe applies to the procedure for re-issuing a driver’s license.

For the procedure of issuing a Certificate of Eligibility for the electronic authentication service business, Decision No. 1891 stipulates a reduction in processing time from 46 days to 31 days. Changing the Certificate of Eligibility for this business will now take 27 days instead of 40. Moreover, re-issuing the Certificate of Eligibility will take 2 days instead of 3.

Additionally, the Prime Minister decided to eliminate the procedure of re-issuing test permits for type 1, 2, and 3 driving test centers when the original permit is damaged, lost, or when the center’s name changes. In such cases, the electronic version of the test permit will be used if the physical copy is damaged or lost, and name changes will be adjusted electronically.

Decision No. 1891 also mentions the transfer of vehicle ownership through the Public Service Portal. Specifically, for procedures related to vehicle registration and license plate issuance when changing vehicle ownership (vehicle transfer), the simplified process includes: Piloting the implementation of electronic ownership transfer transactions for vehicle transfers through the Public Service Portal, with initial implementation in localities with complete marriage data.

The reason for replacing notarized vehicle purchase and sale contracts with electronic ownership transfer data on the Public Service Portal is to save costs and time for citizens. Furthermore, integrating vehicle registration results into individuals’ VNeID and reducing fees and charges by 30% are aimed at enhancing convenience and reducing financial burdens.
