The Vanh Dai 4 Ring Road project, with a length of 113.52 km, spans across three provinces and cities: Hanoi, Hung Yen, and Bac Ninh. The National Assembly has assigned the Hanoi People’s Committee as the authorized agency, and the Hanoi Transport Infrastructure Investment and Development Project Management Unit (Hanoi Transport) as the contracted agency, with a total investment of approximately VND 56,300 billion.
The Hanoi People’s Committee implemented the project in accordance with the PPP Law, in the form of a BOT contract. In the total investment, PPP capital accounts for about 52.5%, and state capital accounts for about 47.5%. Most of the route is designed as an elevated road (with the viaduct accounting for about 71%), and the project site is located between the parallel roads of the current Vanh Dai 4 Road. The construction of the parallel road, which is a component of the project, began in June 2023.

The project starts at the intersection with the Noi Bai – Lao Cai Expressway in Kim Anh ward, Hanoi, and ends at the intersection with the Noi Bai – Ha Long Expressway in Phuong Lieu ward and Chi Lang commune, Bac Ninh province. In the first phase of investment, the road will have a width of 17 meters, accommodating two lanes in each direction, and a designed automobile speed of up to 100 km/h. The construction is expected to take approximately 30 months.
The winning consortium of investors includes: City Real Estate Investment Company – Saigon Sunflower Company Limited – Vietnam Expressway Corporation – Horizon Investment Joint Stock Company. Type of contract: BOT. Following the signing of the BOT contract with the Hanoi People’s Committee as the state management agency, the project is scheduled to commence in September 2025.
