A glimpse of Quang Tri Province

The conclusion of the report highlights that Quang Tri is a province with a rich history and heroic traditions. It is the birthplace of illustrious leaders such as the late General Secretary Le Duan and General Vo Nguyen Giap, and it is also the resting place of countless martyrs. The province boasts a favorable economic geography, abundant sunshine and wind, a long coastline, and numerous potentials and advantages for outstanding development in all three regions (mountainous, plain, and coastal). Notably, it excels in marine economics, aquaculture, trade, services, tourism, and renewable energy.

Quang Tri enjoys convenient transportation connections with various modes, including rail, sea, inland waterways, road, and air. It also serves as a vital economic corridor linking the east and west, as well as the north and south. The province shares borders with Laos, Myanmar, Thailand, and China, and is home to renowned landmarks such as Phong Nha-Ke Bang and the historic rivers of Thach Han and Gianh.

In recent times, Quang Tri has made significant strides in its socio-economic development. There have been notable advancements in the fields of culture, society, healthcare, education, and training, leading to an improved quality of life for its residents. The province has successfully implemented a program to eradicate temporary and dilapidated housing, achieving a remarkable 98.1% completion rate. This includes providing housing support for individuals with revolutionary contributions and their families, which was accomplished by July 27, 2025. Additionally, the province has efficiently reorganized and operated a two-tier administrative system, ensuring smooth and uninterrupted operations.

Party building and the development of the political system have been prioritized, and national defense and security have been strengthened. However, the province’s economic growth rate lags behind the national average, and some industries, such as construction and aquaculture, have not met their targets. There are limitations and inadequacies in transportation infrastructure and industrial zones, and the tourism infrastructure falls short of expectations. The province also faces a paradoxical situation with a surplus and shortage of commune-level officials, impacting the effectiveness of leadership and management.

Unleashing New Growth Drivers

The enlarged Quang Tri Province now enjoys more favorable conditions for development. Therefore, officials and party members must embrace innovative thinking in management, leadership, and governance. They need to be more proactive and creative, embracing the spirit of “looking far, thinking deep, and acting big.” It is essential to harness the spirit of “self-reliance, self-strengthening, unity, and harmony; rising from our own hands, brains, land, sky, and sea gates.” By tapping into our inherent strength and not relying on external factors, we can dare to think, act, and break through for the common good. When we make a commitment, we must fulfill it effectively, overcoming any limitations, weaknesses, or shortcomings.

The Prime Minister has instructed Quang Tri Province to focus on key tasks with determination and the highest level of effort, completing each task thoroughly. Emphasizing the “6 Clears”: clear on people, tasks, time, authority, results, and responsibilities, and the “3 Yeses, 2 Nos”: yes to the interests of the state, yes to the interests of the people, yes to the interests of businesses; harmonizing interests and sharing risks; and no to personal motives, and no to waste, corruption, or embezzlement of state assets and people’s resources.

Additionally, the province should vigorously implement the resolutions and conclusions of the Central Committee, Politburo, and Secretariat through concrete plans, programs, projects, and proposals. This includes Resolution No. 57-NQ/TW dated December 22, 2024, on national breakthrough development in science, technology, innovation, and digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025, on international integration in the new situation; Resolution No. 66-NQ/TW dated April 30, 2025, on renewing the building and perfecting the law in the new era; and Resolution No. 68-NQ/TW dated May 4, 2025, on the development of the private economy.

Furthermore, the province should heed the directions provided by Comrade To Lam, General Secretary of the Party Central Committee, during his working session with the Provincial Standing Committees of Quang Binh and Quang Tri on June 25, 2025. By doing so, Quang Tri can devise even more effective and breakthrough solutions for its development.

It is imperative to proactively review and adjust the province’s development planning to foster integration, regional linkage, and the strengths of the two former provinces. This ensures harmonious, rhythmic, and feasible development, harnessing collective strength and maximizing internal resources and natural advantages, along with historical and cultural traditions. The goal is to form dynamic regions that will propel the province to become a leading hub for energy, tourism, and agriculture in the North-Central region and the entire country.

Additionally, Quang Tri should accelerate economic restructuring in tandem with transforming the growth model, leveraging breakthroughs in science, technology, and innovation, as well as embracing green growth. The province must vigorously promote new growth drivers, focusing on economic zones, border gates, and high-tech industries. The industrial sector should concentrate on processing, manufacturing, and high technology, while agriculture should emphasize cleanliness and ecology. The service and tourism sectors should offer ecological and high-quality experiences intertwined with the province’s unique nature, history, and culture, truly becoming the spearhead economic sector.

Infrastructure investments in transportation, urban areas, healthcare, education, and social welfare should be prioritized. Continued attention to the progress and quality of major projects will enhance regional connectivity and international integration, facilitating deeper participation in global supply and value chains.

Fostering a Conducive Environment for Investment, Especially for Large-Scale Projects

In steering socio-economic development, Quang Tri must place its people and businesses at the center, listening to their voices and opinions. Public-private partnerships should be strengthened, and support should be provided for business development, start-up movements, and the formation of large private enterprises. It is crucial to enhance the capabilities of small and medium-sized enterprises, cultivate an innovative start-up ecosystem, and create an attractive investment environment, especially for large-scale projects.

The province should also focus on building a united, cohesive, upright, democratic, and efficient Party and political system. Well-organized party congresses at all levels should ensure seriousness, quality, and timely progress. Continued streamlining of the organizational apparatus, transparency in administrative procedures, and improvements in indices related to administrative reform, competitiveness, and the investment and business environment are essential.

Strengthening discipline and promoting decentralization and delegation of power, along with resource allocation and enhanced supervision and inspection, are key. A review of the functions, tasks, and authority of local state agencies is necessary to identify and address any bottlenecks and inconsistencies, ensuring a smooth and effective two-tier local government model.

Investments in education, training, and high-quality human resources, particularly in the province’s potential and strength-oriented sectors, should be prioritized. Social security and the well-being of individuals with revolutionary contributions and their families should be guaranteed, with a focus on ensuring a comfortable life. Efforts should be made to narrow the development gap between regions within the province and to re-plan and beautify cemeteries for martyrs, creating a “bright, green, clean, and beautiful” environment that facilitates visitation and tribute.

Strengthened management of natural resources and environmental protection, along with disaster prevention, climate change adaptation, and preservation of historical relics and landscapes, are crucial. These measures will safeguard the socio-economic development achievements and enhance the living environment. Ensuring national defense, security, and social order, promoting foreign affairs, and intensifying corruption prevention, wastefulness, and negativity, with strict handling of violations, are also key priorities.
