Speaking at the meeting, Prime Minister Pham Minh Chinh clarified that the work of institution building and perfection is one of the three strategic breakthroughs. Since the beginning of the term, the Party, State, and Government have paid great attention to and focused on directing and implementing the construction and enforcement of laws, achieving important results, contributing to the country’s overall achievements. However, the institution is still the “bottleneck of bottlenecks,” so it is necessary to turn the situation around, change the state, and turn the institution into a national competitive advantage.
Recently, at the specialized meeting of the Central Steering Committee for Institutionalization of Laws and Policies (on August 5, 2025), General Secretary To Lam directed that building, perfecting institutions and laws, and inspecting and supervising the implementation of laws must become a key and continuous task of levels, branches, and localities.
Emphasizing the important role of the head and stating that from the beginning of the term, he has required ministers and heads of ministerial agencies to directly direct the work of institution building and perfection, the Prime Minister requested the Government Party Committee Inspection Commission to inspect this content.
The Prime Minister requested that ministers and heads of ministerial agencies need to make more efforts, stronger determination, and more drastic and effective actions in the work of institution building and perfection, focusing on leading, directing, and supporting subordinates in building laws, innovating the way of working towards cutting administrative procedures that are cumbersome and unnecessary, focusing on immediately removing difficulties and obstacles and legal bottlenecks, thereby mobilizing resources, contributing to achieving the GDP growth target of 8.3-8.5% this year and two digits in the following years, realizing the two centenary goals.

The Prime Minister informed that at the upcoming 10th session of the XV National Assembly, the Government is expected to submit about 112 reports, dossiers, and documents to the National Assembly, including 47 bills and resolutions.

The Prime Minister clarified that the dossiers and bills need to clarify the contents to be omitted, amended, supplemented, and perfected, the contents to cut administrative procedures, decentralize and devolve power, the issues with differing opinions, and other issues that need to be reported to the Government for direction.
