The House of Representatives Standing Committee Approves the 2025 Budget Adjustment for the Ministry of Construction

Under the stewardship of Vice Chairman Nguyen Duc Hai, the afternoon session on September 5th concluded with a decision to reduce the Ministry of Construction's budget by over VND 1,400 billion. This substantial reallocation of funds will be directed towards local governments, ensuring compliance with legal regulations and jurisdictional authority.

In the afternoon of September 5th, 2025, the National Assembly Standing Committee considered and decided to adjust the central budget allocation to the Ministry of Construction and supplement targets for the People’s Committees of provinces and centrally-run cities in 2025, as proposed in Government Report No. 699/TTr-CP dated August 15th, 2025.

Presenting the proposal, Minister of Finance Nguyen Van Thang stated that the adjustment was made based on Point b, Clause 2, Article 52 of the Law on State Budget. The Government requested to adjust the 2025 budget allocation of the Ministry of Construction to the People’s Committees of provinces and cities (for road economic activities) and from the Ministry of Construction to the People’s Committee of Hoa Binh province (now Phu Tho province). This request is necessary and legally grounded.

Accordingly, the Government proposed that the National Assembly Standing Committee adjust the budget for economic activities of the Ministry of Construction in 2025, providing additional targets for the People’s Committees of provinces and cities with a sum of over VND 1,448 billion. The budget for economic activities of the Ministry of Construction after adjustment is nearly VND 20,206 billion, of which the budget for road economic activities is nearly VND 11,152 billion.

In addition, the Government proposed to adjust the budget of VND 10 billion, as stipulated in Resolution No. 1342/NQ-UBTVQH15 dated December 30th, 2024, and Decision No. 1713/QD-TTg of the Prime Minister. This amount was transferred from the Ministry of Construction to supplement the National Target Program for Sustainable Poverty Reduction in Phu Tho province in 2025, after being accounted for by the State Treasury and carried over to the next year.

According to the assessment report presented by Mr. Phan Van Mai, Chairman of the Committee for Economic and Financial Affairs, most of the committee members agreed with the necessity of the adjustment. They affirmed that the Government’s proposal to the National Assembly Standing Committee was within its competence and in accordance with legal regulations, applicable to cases with objective reasons for adjustment.

The Committee proposed that the National Assembly Standing Committee issue a resolution to reduce more than VND 1,448 billion from the budget for economic activities of the Ministry of Construction in 2025 and supplement it to the People’s Committees of provinces and cities, in line with the management level of national highways. At the same time, a reduction of VND 10 billion from the Ministry of Construction’s budget was suggested to support Phu Tho province in implementing the National Target Program for Sustainable Poverty Reduction.

Concluding the discussion, Mr. Nguyen Duc Hai, Vice Chairman of the National Assembly, emphasized that the National Assembly Standing Committee agreed to reduce the budget for economic activities of the Ministry of Construction and allocate it to local People’s Committees. The Government is responsible for the accuracy of the data, content, and conditions for budget adjustment and supplementation; ensuring timely, efficient, and proper use of the capital to prevent waste, corruption, and other negative issues.

All members of the National Assembly Standing Committee present at the meeting voted in favor of the adjustment proposal as per Government Report No. 699/TTr-CP dated August 15th, 2025.
