According to the reports and opinions at the meeting, in the past month of August, the world continued to face many difficulties and challenges; trade tensions, military conflicts, and political instability in some countries and regions persisted, causing fluctuations in the global financial and monetary markets, which affected global growth prospects, inflation, and the business and investment environment. Natural disasters and extreme weather events occurred on a large scale, posing risks to global commodity prices and food security.

Domestically, the whole country joyfully celebrated the 80th anniversary of the August Revolution and National Day on September 2nd. A series of major programs, events, and patriotic activities, especially the anniversary celebrations, parades, and the exhibition “80 Years of Independence, Freedom, and Happiness,” were successfully held with significance, solemnity, economy, and practicality, strongly arousing patriotic spirit, solidarity, and national pride. On the occasion of the 80th anniversary of the August Revolution and National Day, the country inaugurated and completed 250 typical projects and works with a total investment of about 1.28 million billion VND; basically, the goal of eliminating temporary and dilapidated houses nationwide (over 334,000 houses) was achieved, reaching the target 5 years and 4 months ahead of schedule; gifts were presented to the people on the occasion of the National Day with a total budget of nearly 11,000 billion VND…

The Government and the Prime Minister continued to direct the ministries, sectors, and localities to focus on concretizing laws, resolutions, conclusions, and directives of the Party Central Committee, the Politburo, the Secretariat, and the National Assembly; striving for a growth rate of 8.3-8.5% in 2025 associated with maintaining macro-economic stability, controlling inflation, and ensuring the major balances of the economy; implementing the three strategic breakthroughs and the “quadruple pillar” resolutions…

In August, the Government and the Prime Minister issued 23 decrees, 47 resolutions, 30 directives, and over 600 documents to direct and administer the completion of laws and handle arising issues; in the first eight months, 241 decrees, 308 resolutions, 2,021 decisions, and 25 directives were issued, along with 145 urgent documents.

The Prime Minister directed a strong reform of administrative procedures and the reduction of business conditions; the operation of the two-level local government; chaired a conference with enterprises and worked with many global corporations to remove obstacles for projects; addressed environmental pollution, and prevented and overcame the consequences of natural disasters and storms…

Overall, in the context of numerous difficulties and challenges, the Government, the Prime Minister, the ministries, sectors, and localities have made great efforts and concentrated highly on completing a large volume of work; proactive, resolute, and effective in management and administration; flexible and timely in handling arising issues; promoting economic development in harmony with culture, society, and the environment; and actively integrating internationally.

As a result, the socio-economic situation continued its positive trend, achieving many outstanding and fairly comprehensive results, which were trusted and highly appreciated by the people, businesses, and investors, who actively participated in the process. However, the tasks in the last months of the year remain challenging, requiring all levels, sectors, and localities to be more proactive, resolute, and thorough in fulfilling the set tasks.

After listening to the reports and opinions, the Prime Minister Pham Minh Chinh provided additional analysis on the assessment of the situation, direction, administration, and policy responses in August and the past time; the outstanding socio-economic results, limitations, and inadequacies; analysis of causes and lessons learned; forecasts for the future situation; and key tasks and breakthrough solutions for September and the fourth quarter in various fields.
