A Major Event on the Horizon for Vietnam: What Tasks Lie Ahead for Viettel and VNPT?

Prime Minister Pham Minh Chinh has recently signed Official Dispatch No. 158/CD-TTg on September 4, 2025, regarding the preparation for the inauguration and groundbreaking ceremony of large-scale and significant projects and constructions to celebrate the 14th National Congress of the Communist Party of Vietnam.

The ceremony will be held on Friday, December 19, 2025, commemorating the 79th anniversary of the National Resistance Day (December 19, 1946 – December 19, 2025) and celebrating the 14th National Congress of the Communist Party of Vietnam for the term 2025 – 2030.

To ensure thorough and quality preparations for this important event, the Prime Minister has instructed leaders of ministries, sectors, localities, corporations, and general companies to direct their agencies, units, investors, project management boards, and contractors to focus their maximum resources and make greater efforts to accelerate the construction progress of projects and constructions within their sectors and localities.

At the same time, he called on all officials, civil servants, and employees of ministries, sectors, localities, investors, contractors, consulting units, and construction workers to promote the spirit of “overcoming the sun, winning against the rain, and not losing to storms,” working in “3 shifts, 4 teams,” “eating hastily and sleeping urgently,” “working during the day and night, and even on holidays, festivals, and Tet holiday”… to quickly complete the projects while ensuring quality.

For projects and constructions planned for inauguration and groundbreaking, the Prime Minister requested the urgent completion of legal procedures and dossiers to meet the conditions as stipulated.

Moreover, the Prime Minister requested each ministry, sector, locality, corporation, general company, private enterprise, and FDI enterprise to strive for at least 2 projects or constructions that meet the conditions for inauguration or groundbreaking. The review of these projects and constructions should be summarized and sent to the Ministry of Construction before November 10, 2025.

Regarding the Ministry of Construction, the Prime Minister assigned them to coordinate with ministries, sectors, localities, and agencies to review the list of projects and constructions to ensure conditions for organization of inauguration and groundbreaking…

Additionally, the Prime Minister assigned the Ministry of Construction to coordinate with Vietnam Television, the Vietnam Military Telecommunications and Industry Corporation (Viettel), the Vietnam Post and Telecommunications Corporation (VNPT), and the Government Office to develop a program, script, and plan for online connection to different locations, reporting to the Prime Minister before December 5.

The Prime Minister assigned the Minister of Home Affairs to guide, review, and promptly reward organizations and individuals with high achievements in the emulation movements: “Promoting the development of synchronous and modern infrastructure; practicing economy and combating waste,” and the high-point emulation movement “500 days and nights of emulation to complete 3,000 km of highways.”

The head of the Government assigned Vietnam Television to take charge of directing, coordinating with ministries, sectors, and localities to build programs, scripts, and organize live television broadcasts between different locations. At the same time, press agencies are requested to promote information and propaganda about this important event.

Deputy Prime Minister Tran Hong Ha has been assigned to directly direct the preparation work for the inauguration and groundbreaking ceremony of projects and constructions on December 19, 2025.

This is not the first time an event of this scale, related to projects worth thousands of billions of VND, has been organized.

Official Dispatch No. 158 clearly states that following the positive results of the inauguration and groundbreaking ceremony of projects commemorating the Liberation Day of Southern Vietnam and National Reunification Day (April 30, 1975 – April 30, 2025), on August 19, 2025, the Government successfully organized the inauguration and groundbreaking ceremony of 250 projects and constructions in 34 provinces and cities, with a total investment of about 1,280 thousand billion VND, celebrating the 80th anniversary of the National Day (September 2, 1945 – September 2, 2025). Among them, 80 projects and constructions selected as locations represented various fields, from strategic infrastructure to health, education, social security, national defense, and security… reflecting the efforts to overcome difficulties, the aspiration for development, and the will to rise of the entire nation.
