On the evening of September 6, 2025, the Thanh Hoa Provincial Police announced that during the expanded investigation into a criminal case involving a gang led by Bui Quoc Y (aka “Y Eng”), born in 1981 and residing in Hac Thanh Ward, Thanh Hoa Province, the Provincial Criminal Investigation Agency decided to prosecute and arrest two individuals.

The accused are Phung Quang Nghenh, born in 1971, residing in Dong Quang Ward, Thanh Hoa Province, and Phung Ngoc Hai, born in 1980, residing in Hac Thanh Ward, Thanh Hoa Province. Both are charged with violating regulations on mineral exploitation. The decision was approved by the Provincial People’s Procuracy.

According to initial investigations, from June 2024 to March 2025, during the implementation of the project to expand the chicken breeding farm in Xuan Phu Commune, Tho Xuan District (now Sao Vang Town, Thanh Hoa Province), Phung Ngoc Hai, as the Director of Hai Linh Trading and Construction Company Ltd., colluded with Phung Quang Nghenh, Chairman of the Board of Directors of Minh Phuc Group JSC, and Bui Quoc Y (aka “Y Eng”) to exploit soil as construction material and sell it to enterprises and individuals with demands.

Previously, in relation to the criminal gang led by Bui Quoc Y, the Provincial Criminal Investigation Agency detained eight individuals for investigating the acts of “Robbery”, “Illegal Detention”, and “Gambling”. Bui Quoc Y was additionally charged with “Violating regulations on mineral exploitation.”
