According to Document No. 8190 from the Government Office, a report from the Ministry of Construction states that as of now, all five sub-projects of the North-South Expressway East project for the 2021-2025 period, including Bãi Vọt-Hàm Nghi, Hàm Nghi-Vũng Áng, Vũng Áng-Bùng, Bùng-Vạn Ninh, and Vạn Ninh-Cam Lộ, have substantially completed the main expressway route. A total of 259.2 km of the expressway has been opened to traffic, meeting the Government’s requirements. Among these, the Hàm Nghi-Vũng Áng sub-project is entirely finished.

To complete the remaining items of the sub-projects, Deputy Prime Minister Nguyen Chi Dung requested that the People’s Committee of Quang Tri province mobilize the entire political system to decisively direct the completion of site clearance for the remaining scopes (collector roads, rest stops, etc.) of the three sub-projects: Vũng Áng-Bùng, Bùng-Vạn Ninh, and Vạn Ninh-Cam Lộ, before September 15, 2025. They should also implement protection measures to ensure smooth construction, even in areas where people obstruct construction, so that contractors can organize and complete the projects as scheduled.
The Ministry of Construction was urged to direct investors and contractors to concentrate all resources and continue to promote the spirit of “overcoming the sun and rain, not losing to storms,” “working day and night, even on holidays,” “working through festivals and Tet holidays,” “eating hastily and sleeping quickly,” and “working in three shifts, four groups”… to strive to complete the Vũng Áng-Bùng and Bùng-Vạn Ninh sub-projects by September 2025 and the Vạn Ninh-Cam Lộ sub-project by October 2025.
At the same time, the Ministry of Construction should also urge investors and the Vietnam Road Administration to actively expedite the supervision and operation of traffic items and rest stops, aiming to finish them before December 31, 2025.
The five sub-projects have a total length of 259.16 km and a total investment of VND 49,206 billion, spanning Ha Tinh and Quang Tri provinces. The sections Bãi Vọt-Hàm Nghi (35.28 km), Hàm Nghi-Vũng Áng (54.2 km), Vũng Áng-Bùng (55.34 km), Bùng-Vạn Ninh (48.84 km), and Vạn Ninh-Cam Lộ (65.5 km) belong to the North-South expressway’s eastern corridor and are invested with a scale of four lanes, with a road width of 17m.
