“Falling Prey to Online Scams: A Costly Lesson in Foreign Currency Exchange”

Through the Telegram social network, Ms. L. met the user "Kimjongun," who was involved in the business of exchanging Vietnamese currency for foreign currency.

On September 5th, the Criminal Police Department of Hai Phong City Public Security announced the arrest of Bui Thanh Long (born 1992, residing in Bao Thang, Lao Cai province) for alleged fraud.

Prior to his arrest, the police received a report from Tran Thi Thu L. (a resident of Le Chan ward, Hai Phong city) regarding a fraud case. She alleged that she was scammed out of nearly VND 1.7 billion through a foreign currency exchange transaction on social media.

According to Ms. L.’s statement, she became acquainted with an individual using the name “Kimjongun” on Telegram, who introduced himself as Long and claimed to work in the field of exchanging Vietnamese Dong for US Dollars (USD). As she needed to pay her sister’s tuition fees for studying abroad, Ms. L. asked Long to exchange VND 66,000 into USD.

However, after transferring approximately VND 1.683 billion into Long’s bank account, Ms. L. neither received the promised USD nor had any further contact with Long.

The Criminal Police Department promptly launched an investigation and identified “Kimjongun” as Bui Thanh Long. He was successfully apprehended while hiding in Lao Cai province.

The Hai Phong City Police also warned that similar scams have been occurring in the area. Scammers take advantage of people’s need for foreign currency exchange by advertising attractive rates on social media platforms like Facebook, Zalo, and Telegram. They request victims to transfer Vietnamese Dong to their personal accounts or e-wallets, and then send fake transaction receipts before cutting off all communication and disappearing with the money.

The Police advised residents to be vigilant and report any suspected fraudulent activity to their local authorities or directly to the Criminal Police Department of Hai Phong City Public Security at 069.2785874.
