The Hanoi People’s Court today opened a first-instance trial against Pham Thai Ha, former Vice Chairman of the National Assembly Office, Le O Pich, former Vice Chairman of Bac Giang Provincial People’s Committee, and 27 other defendants in the Thu Thuan Group case.
Defendant Pham Thai Ha was tried for abuse of position and power to influence others for personal gain. Defendant Le O Pich was tried for abuse of position and power while performing official duties.
Defendant Nguyen Duy Hung, Chairman of Thu Thuan Group, and 26 other defendants were tried for violation of bidding regulations with serious consequences.

The judging council consists of five members, with Judge Vu Quang Huy as the council head. The trial is expected to last several days, with about 40 lawyers in attendance.
The judging council summoned the civil plaintiffs, including the Project Management Boards for transport and agricultural construction in Bac Giang, Tuyen Quang, Quang Ninh, and Hanoi, as well as the Vietnam Road Administration (under the Ministry of Construction).
The council also summoned relevant stakeholders, including Thu Thuan Group Joint Stock Company, contractors participating in the bidding process, and individuals and organizations involved in remedying the consequences of the case.
According to the indictment, Thu Thuan Group participated in bidding and was awarded contracts for projects in Bac Giang, Tuyen Quang, Quang Ninh, Hanoi, and the Ministry of Transport.
To win the bids, defendant Nguyen Duy Hung exploited his close relationships with several high-ranking individuals in government agencies. He asked them to introduce and intervene with provincial leaders and the Ministry of Transport to create favorable conditions for his company.
Mr. Hung then personally met with leaders of the Provincial Party Committees, People’s Committees, and units under the Ministry of Transport to request their direction to their subordinates to facilitate Thu Thuan Group’s participation in bidding and project implementation.
Subsequently, Nguyen Duy Hung instructed Thu Thuan Group employees to coordinate with other contracting companies to form a consortium. They colluded and collaborated from the initial stages of surveying, designing, and estimating to participating in the consultation process and obtaining inside information about the bidding packages.
This group also submitted their bids for evaluation beforehand and agreed to allocate a percentage of the “mechanism” money to individuals responsible for directing and implementing the packages and projects.
As a result, Thu Thuan Group and its consortium partners won the bids and benefited illegally. The actions of Mr. Nguyen Duy Hung and his accomplices caused a total financial loss of over 120 billion VND to the state.
In this case, defendant Nguyen Duy Hung is accused of masterminding and leading the chain of bidding violations in construction projects and packages.
Defendant Le O Pich is accused of abusing his position and power, causing a loss of over 96.8 billion VND to the state and illegally earning 4 billion VND.
Defendant Pham Thai Ha is accused of abusing his position and power to introduce and influence Mr. Duong Van Thai, former Secretary of the Provincial Party Committee of Bac Giang, to create favorable conditions for Thu Thuan Group to participate in the bidding and construction of the Dong Viet Bridge project.
Mr. Ha’s introduction and influence were the reasons for the collusion and manipulation that caused a loss of over 96 billion VND. For his actions, Mr. Ha received 750 million VND as a token of gratitude.
From the investigation phase until now, the defendants and related individuals have paid over 116 billion VND and 100,000 USD to remedy the consequences. Specifically, defendant Nguyen Duy Hung paid over 24.4 billion VND and 90,000 USD, Mr. Le O Pich paid 4.5 billion VND, defendant Pham Thai Ha paid 750 million VND, and so on. |
