“Housing Fund Decree: Ministry of Construction’s Proposal for a National Housing Fund”

The Ministry of Construction is taking the lead in drafting a decree on the National Housing Fund and is seeking feedback from relevant ministries, sectors, and local authorities. The decree is expected to be submitted to the government for approval before September 15th.

On September 6 morning, at the regular Government meeting for August, Minister of Construction Tran Hong Minh reported on the management of housing and the real estate market.

The Ministry of Construction has focused on drafting and seeking comments from ministries, sectors, localities, associations, and enterprises on the draft decree regulating the National Housing Fund. On August 7, the Ministry of Justice organized an appraisal meeting for the draft decree, and the Ministry of Construction plans to submit it to the Government before September 15

As of August 20, the country has completed 36,962 out of 100,275 social housing units and started construction on 67 projects with a scale of 53,427 units, an increase of 30,329 units compared to July.

In the first eight months of 2025, the Ministry of Construction organized 29 teams to inspect, urge, and guide the resolution of difficulties and obstacles to promote the implementation of social housing projects in localities. After the inspections, the teams requested the localities to decisively implement measures to ensure the completion of the targets assigned by the Prime Minister.

Regarding the real estate market, Minister Tran Hong Minh said that prices are high, but there are few actual buyers, and many projects are left vacant.

Given this situation, the Ministry of Construction is compiling a report evaluating the challenges and obstacles in enforcing the Law on Real Estate Business 2023 and its guiding documents in provinces and cities. This will contribute to the research and amendment of the Housing Law 2023.

Simultaneously, the ministry is developing a decree on the National Housing Fund to boost social housing development and increase supply in the market. They are also expediting the construction of a pilot model for the “Center for Real Estate and Land Use Rights Transactions Managed by the State”; and the National Database on Housing and the Real Estate Market, which will be connected to the National Database on Population, Notarization, Land, Investment, and Construction.

Concerning construction investment management, Mr. Tran Hong Minh said that the Ministry of Construction is directing efforts to accelerate the progress and ensure the quality, schedule, and labor safety of key projects. These include the high-speed rail project on the North-South axis, the Lao Cai-Hanoi-Hai Phong railway project, and the Long Thanh International Airport project phase 1.



The Long Thanh International Airport project is basically on track to be completed by December 19 and put into use in 2026. The construction progress on the site is very positive, and Dong Nai province has been supportive in facilitating material supply and road connections, despite heavy rains in Dong Nai and Binh Duong provinces

Additionally, the Ministry of Construction has been urging investors/project management boards to instruct contractors to closely follow the detailed construction plans, allocate financial and human resources, and work in shifts to ensure timely completion. They are also working with local authorities to speed up land clearance and ensure a stable supply of construction materials, especially for projects in the southern region.

The Ministry of Construction is determined to promote the disbursement of public investment capital with high resolve. As of now, the ministry has disbursed approximately VND 32,234 billion, equivalent to 37% of the plan assigned by the Prime Minister.

The Latest Directive: Establishing a Fund for Relocation Housing and Land

The Department of Construction has been tasked by the Ho Chi Minh City People’s Committee to establish a fund for housing and land to serve resettlement purposes. This task is based on the needs for resettlement arrangement and the proposal to invest in the construction of resettlement areas by various units. A report on the implementation results must be submitted before October 15th.
