Masterise Group and Ho Tram Project Company Propose a Vital Transport Link

Masterise Group, a prominent real estate developer, and the Ho Tram Project Company have proposed to the Ho Chi Minh City People’s Committee to undertake a feasibility study and investment in the Ho Tram – Long Thanh International Airport Expressway. This expressway is envisioned as a critical transport link, enhancing connectivity between tourism and aviation infrastructure in the region.

Masterise Group has suggested a Public-Private Partnership (PPP) approach with a Build-Transfer (BT) contract. They propose to offset the investment through land funds, approximately 147 hectares, in the Thu Duc District’s Truong Tho Urban Area. Masterise Group has a strong track record, having developed notable projects in Ho Chi Minh City, such as Masteri Thao Dien, Masteri An Phu, and Grand Marina Saigon.

Ho Tram Project Company’s Proposal

The Ho Tram Project Company has put forth a proposal for a 42-kilometer-long expressway with an estimated investment of VND 19,521 billion for the first phase. They suggest dividing the project into two parts: land clearance and road collection (approximately VND 6,080 billion, funded by the government) and the construction of a 4-lane expressway (VND 13,441 billion) through a BT contract.

The Ho Tram Project Company has also proposed using land funds in the Nam Chau Duc Urban and Industrial Area and the Ho Tram 2 Resort Urban Area as financial compensation. They plan to collaborate with domestic and foreign partners experienced in infrastructure and real estate to ensure the project’s successful execution.

The Ho Chi Minh City Department of Finance is currently gathering feedback from relevant departments and localities to advise the People’s Committee on both proposals.

In March 2025, the People’s Committee of Ba Ria – Vung Tau (now Ho Chi Minh City) proposed to the Prime Minister a transportation connection between Long Thanh Airport and Ho Tram. This expressway, with a total length of 41 kilometers, is expected to cost approximately VND 17,000 billion, including VND 4,500 billion for land clearance.
