Vice Chairman of the People’s Committee of Bac Ninh province, Pham Van Thinh, has just signed Decision No. 169/QD-UBND approving the task of urban planning for the southern subdivision of Duong River, subdivision No. 2, at a ratio of 1/2,000. This is considered a stepping stone towards the formation of an international-scale super urban area right at the southern gateway of the province.
According to the decision, the planning area covers nearly 12,860 hectares, spanning several wards and communes of Thuan Thanh, Gia Binh, and Luong Tai. The boundaries are defined as follows: to the north, it borders the Hanoi – Gia Binh expressway and the Gia Binh International Airport; to the south, it borders Hung Yen and Hai Phong; to the east, it borders Hai Phong; and to the west, it borders the residential area of Tri Qua ward.
The Nam Duong River area is envisioned as an international multi-functional airport urban area, developing according to the TOD (Transit Oriented Development) model with high density and modern infrastructure. Apart from serving as a satellite city for Gia Binh airport, this subdivision also plans several strategic functions, including a free trade and duty-free commercial area, multimodal logistics, a dry port, industries serving high-speed railways, an R&D zone, a software park, a convention and exhibition center, hotels, and offices.

The current population is around 200,000 people, and it is expected to increase to 300,000 – 350,000 by 2050. When including the workforce, tourists, and service users, the infrastructure is designed to serve up to 750,000 – 800,000 people. The main functional areas include an international multi-functional airport urban area and a residential area for workers and employees, while also upgrading existing residential areas and villages towards a greener and more sustainable environment.
The project is organized by the Management Board of Civil and Urban Development Projects of Bac Ninh Province No. 2, appraised by the Department of Construction, and approved by the People’s Committee of the province. The completion time is expected to be within 9 months, excluding appraisal and approval time. The birth of the Nam Duong River subdivision No. 2 is expected to elevate Bac Ninh into an international urban-airport center, connecting the key economic region of the North and opening up a new development space for the Northeast region.
Previously, the Ministry of Construction also issued Decision No. 1154/QD-BXD (July 25, 2025) approving the adjustment of the planning of Gia Binh International Airport for the period of 2021-2030, with a vision towards 2050. According to the plan, Gia Binh airport is designated as an international airport for both civil and defense purposes, meeting the 4E standard (according to ICAO), with a capacity of about 30 million passengers per year and 1.6 million tons of cargo in the period of 2021-2030, which can be increased to 50 million passengers and 2.5 million tons of cargo by 2050.
The airport will feature two runways measuring 3,500m x 45m in the first phase (2021-2030) and will be expanded to three runways by 2050. By 2050, the airport is expected to accommodate approximately 123 aircraft parking positions, capable of serving wide-body aircraft such as the B777, B787, and A350.
With the simultaneous development of the Nam Duong River super urban area and the Gia Binh International Airport, Bac Ninh is steadily asserting its position as a new driving force in the Northern Key Economic Region.
