
Quảng Trị determined to clear obstacles in site clearance for ADB-funded project (AI Image – Hoang Phuc)
The People’s Committee of Quang Tri province has urged relevant departments, sectors, and localities to resolutely address bottlenecks in site clearance to expedite the Basic Infrastructure for Inclusive Growth in the Central Provinces (BIIG2) project – Quang Binh sub-project.
With a total investment of over VND 2,000 billion funded by the Asian Development Bank (ADB), the project is under the management of the Quang Binh Department of Finance as the investor and the BIIG2 Project Management Board as the direct implementing agency.
The project comprises several critical packages, including the Bao Ninh – Hai Ninh tourism road, the BOT – Ngu Thuy Bac road, the road connecting the National Highway 1 bypass with the eastern branch of the Ho Chi Minh road, the Dinh Muoi tourism road (Quang Ninh), and the road from Loc Ninh commune to the Tay Bac Dong Hoi Industrial Park.
These roads are expected to boost infrastructure development, connecting key tourist destinations and dynamic economic areas. However, site clearance, especially in resettlement areas, has been sluggish, significantly impacting the construction schedule, despite the project’s extension until September 30, 2025.
According to the People’s Committee of Quang Tri province, the main reasons for the delays are the lack of resolute management by the Project Management Board and inadequate coordination among departments, sectors, and localities. The monitoring and urging role of the managing unit is limited, and some agencies have not proactively resolved tasks within their authority.
To address these issues, the People’s Committee of Quang Tri province has instructed concerned agencies to strictly adhere to the “6 on-the-spot” principle advocated by the Prime Minister (clarity in terms of people, tasks, time, responsibility, product, and authority). Upon receiving a request from the BIIG2 Project Management Board related to their functions and tasks, they must promptly handle and advise without waiting for directives from the provincial leaders.
The Quang Binh Department of Finance, in collaboration with the BIIG2 Project Management Board, is working with the People’s Committees and police of Dong Hoi, Dong Son, and Dong Thuan wards to promote and persuade people to hand over the site. They are also finalizing the dossiers and preparing for forced eviction and construction protection when conditions are met.
Given the remaining obstacles, the Quang Binh Department of Finance has requested the People’s Committee of Quang Tri province to direct relevant units and localities to urgently complete site clearance, compensation, and resettlement in accordance with their functions, tasks, and assigned deadlines.
According to updates, the People’s Committee of Dong Thuan ward is finalizing the asset inventory, appraisal, and approval of specific land prices to serve compensation, support, and resettlement. The People’s Committee of Quang Ninh commune and the Dong Hoi Construction Investment Project Management Board are focusing on completing the resettlement areas and handing over land to affected households.
The People’s Committee of Quang Tri province emphasized that resolutely addressing site clearance obstacles is an urgent task. The Quang Binh Department of Finance and relevant units must expedite their work to ensure the project meets its 2025 deadline.
