On the morning of September 6, the groundbreaking ceremony for Component Project 3 of the Hanoi Capital Region Ring Road 4 Project will be held in Noi Bai, Hanoi. The project, which will be implemented through a Public-Private Partnership (PPP), has been awarded to the City Land – Sunflower – VEC – Horizon consortium, comprising of City Land Investment Joint Stock Company, Saigon Sunflower Limited Liability Company, Vietnam Expressway Corporation, and Horizon Investment Joint Stock Company.

The consortium’s proposed investment cost for Component Project 3 is VND 56,050 billion, with a state capital investment of VND 23,861 billion and an investor capital contribution of VND 32,189.54 billion. The proposed concession period for the project is 21.36 years.

With a total length of approximately 113.52 km, the Hanoi Capital Region Ring Road 4 Project is a key national project that connects regions and links to expressways and radial routes. It will directly connect Hanoi with Hung Yen and Bac Ninh provinces and other neighboring localities. Once completed, Ring Road 4 will play a crucial role in the socio-economic development of the Capital and the Red River Delta region.

Component Project 3, with a length of 103.82 km for the main route and 9.7 km for the connecting route to the Noi Bai – Ha Long Expressway, will be constructed with four lanes in the initial phase, having a road width of 17 meters and a bridge width of 17.5 meters. To facilitate the movement of local residents, bridges over the Red River and Duong River will have an additional width of 24.5 meters to accommodate motorbikes and non-motorized vehicles.

The project comprises 13 elevated sections totaling 80.98 km (approximately 71% of the total length) and 13 at-grade sections totaling 32.54 km (approximately 29% of the total length). It is divided into two sub-projects: one utilizing state capital for the construction of bridges (Hong Ha, Me So, and Hoai Thuong) and sections connecting National Highway 6 to the Hanoi-Haiphong Expressway, including the 9.7 km connecting route to complete the Southwest and Northeast intersections of the Noi Bai-Ha Long Expressway.

The remaining scope of the project, utilizing investor capital, includes the construction of expressway sections from the Noi Bai-Lao Cai Expressway to National Highway 6 (excluding Hong Ha Bridge) and from the Hanoi-Haiphong Expressway to the Noi Bai-Ha Long Expressway (excluding Hoai Thuong Bridge).
