With the aim of connecting the infrastructure of the former Ha Nam and Nam Dinh provinces with the North-South Expressway, the
Liêm Sơn interchange project on the Cau Gie-Ninh Binh Expressway was initiated by the Ha Nam provincial government in early
2023, now known as Ninh Binh province.

This VND 3,742 billion project will seamlessly connect the North-South Expressway with National Highway 1 in the former Ha
Nam province, and National Highways 21A and 21B in the former Nam Dinh province upon completion.

Apart from its role in regional connectivity (between the former provinces of Ha Nam, Nam Dinh, and Ninh Binh, now unified
as Ninh Binh province), the Liêm Sơn interchange, along with its accompanying road infrastructure, will also establish
uninterrupted links between prominent tourist and historical sites such as Tam Chúc (former Ha Nam) – Den Tran (former
Nam Dinh) – Bai Dinh (Ninh Binh).

Over the past two years, the project investor, Ha Nam Ninh Binh Province Project Management Board (formerly Ha Nam Province
Project Management Board), and contractors have fenced off the main expressway to construct temporary roads on both sides
(as indicated by the red arrows) to divert expressway traffic.

As of now, the Liêm Sơn interchange is nearing completion, with construction units finalizing the remaining tasks, including
the installation of road signs.

Asphalt paving is currently underway on the expressway approaching the interchange bridges from both sides.

According to the construction and traffic management plan, after the opening of the interchange, vehicles on the expressway
will use the overpass, while the center of the interchange below will accommodate the connecting roads and branches to the
expressway.

Upon the expected completion of the Liêm Sơn interchange in Q4 2025, Ninh Binh province’s transportation infrastructure will
be seamlessly connected to the North-South Expressway, fostering local economic growth, social development, and tourism.
