The Hanoi Department of Construction has reported on the progress of implementing the People’s Committee’s directives on promoting green transportation in the area.

The parking lot at the empty lot next to the Embassy of Russia, near the Kim Ma – Ring Road 1 – Cau Giay roundabout, is proposed as a charging station location.

Regarding the proposed charging stations within Ring Road 1, the Hanoi Department of Construction stated that there are 9 wards within Ring Road 1, and these wards have made proposals as requested by the Department. Accordingly, there are 115 suggested locations for charging stations within Ring Road 1.

Of these, 33 are on transportation land or sidewalks, 15 on public land, 20 on mixed-use land, 30 on headquarters land, 15 on school land, and 2 in flower gardens: the Phung Hung Flower Garden (Bat Dan – Phung Hung – Duong Thanh intersection) and the Co Tan Flower Garden (Trang Tien – Tran Quang Khai intersection).

For locations outside Ring Road 1, 67 out of 126 wards and communes had not made any proposals as of September 4th, while the remaining wards and communes proposed 386 potential charging station sites.

According to the Hanoi Department of Construction, the Joint Stock Bus Station Company is coordinating with charging unit stations at 3 bus stations. At the Giap Bat Bus Station, there are 40 charging points that have been operational since June 10th; at the Gia Lam Bus Station, there are 34 charging points operational since July 15th; and at the My Dinh Bus Station, 20 charging points are expected to be operational in the third quarter.

The Technical Infrastructure Center under the Hanoi Department of Construction has surveyed several underground parking lots and parks, identifying 19 potential charging station locations.

Meanwhile, the Hanoi Transport and Traffic Management Center has determined that 3 out of 5 transfer points in the area can accommodate charging stations for buses.

The entire bus network currently has 122 endpoints, some of which could be potential charging station sites, such as bus stations, underground parking lots in residential areas, commercial centers, train stations, and airports. However, this depends on the demand and installation plans of the managing units.

The Hanoi Housing Management Center has also inspected resettlement apartment buildings, student dormitories, social housing, and inter-agency areas under the management of the Department of Construction, with plans to allocate 81 charging stations for cars and 105 charging stations for motorcycles.

Additionally, several units have proposed developing charging station systems, including a company that wishes to experimentally install charging stations at 500 locations at the headquarters of various sectors, hospitals, universities, parking lots, and public parks. The proposed charging stations will be suitable for all types of vehicles.

Another company has proposed a pilot project to build a charging station connecting an electric vehicle parking lot and a green isolation belt belonging to the Vincity Riverside urban area project, with 1,040 charging stations. A different company has requested to install 106 charging stations in underground parking lots and on sidewalks.

A unit has also proposed 5 locations around Ring Road 1, including a parking lot at the Xa Dan – Giai Phong intersection, a sidewalk and vacant lot along Tran Khat Chan, a section from 621 to 768 De La Thanh, the La Thanh – Kim Ma – Cau Giay intersection, and an empty lot in Ho Van Quan.

The Prime Minister has just issued Directive No. 20 on urgent tasks and drastic solutions to prevent and overcome environmental pollution. Notably, the Directive instructs Hanoi to develop a plan to ban gasoline-powered motorcycles within Ring Road 1 from July 2026.

The Prime Minister has assigned the Hanoi People’s Committee to implement solutions and measures to support organizations and individuals in transitioning to alternative modes of transportation. Specifically, by July 1, 2026, there should be no gasoline-powered motorcycles or scooters within Ring Road 1.

According to the approved master plan for Hanoi’s transport development towards 2030, with a vision towards 2050, Hanoi will have 7 ring roads, including 5 main ring roads (Ring Roads 1, 2, 3, 4, and 5) and 2 supporting ring roads (Ring Roads 2.5 and 3.5).

Ring Road 1 is the main urban road connecting the east and west of Hanoi, passing through the city center, including Tran Khat Chan – Dai Co Viet – Xa Dan – Hoang Cau – Voi Phuc, with a total length of 7.2 km. Specifically, Ring Road 1 will comprise the following roads and streets: Tran Khat Chan (Tran Khat Chan – Nguyen Khoai intersection) – Dai Co Viet – Xa Dan – O Cho Dua – De La Thanh – Hoang Cau – De La Thanh – Cau Giay – Buoi Road – Lac Long Quan – Au Co – Nghi Tam – Yen Phu – Tran Nhat Duat – Tran Quang Khai – Tran Khanh Du – Nguyen Khoai – Tran Khat Chan. Its scope covers the districts of Cau Giay, Tay Ho, Ba Dinh, Hoan Kiem, Hai Ba Trung, and Dong Da.

According to statistics, there are about 600,000 people living within Ring Road 1, and approximately 450,000 gasoline-powered motorcycles. Hanoi is in the process of developing programs and policies to support residents within Ring Road 1 in transitioning from gasoline-powered to electric motorcycles.
