Minister of Home Affairs [Name] emphasized at the regular Government meeting on September 6th that it is crucial to focus on resolving the regime and policies for officers, civil servants, and public employees who have left their jobs according to Decree 178.

As of now, out of the total number of over 106,000 cases of people leaving their jobs under this policy, nearly 80,000 have received their regime benefits.

“The Ministry of Home Affairs proposes that the Ministry of Finance, along with other ministries, sectors, and localities, coordinate to promptly handle the remaining cases, ensuring efficiency and transparency,” said Minister [Name].

The number of officers and civil servants who have received regime benefits has increased significantly compared to half a month ago.

Specifically, at the meeting on August 23, [Name] announced that as of August 19, the total number of people with decisions to leave was 94,402, of whom 81,995 had presented the cost approval authority and been approved, and 50,345 had received money.

In addition to regime and policy issues, the Minister of Home Affairs also noted that while many ministries and sectors have accompanied localities, some ministries have not been thoroughly involved.

The industry leader proposed that each ministry assign a deputy minister to directly oversee and monitor the situation to promptly address difficulties at the grassroots level.

At the same time, local authorities must also be more proactive, flexible, and dynamic in their operations, avoiding a passive attitude and relying solely on directions from the Central Government.

Report four crucial issues to the Politburo

Along with this, the head of the Home Affairs Ministry also proposed that ministries and sectors focus on removing obstacles in administrative procedures, especially in the fields of land, investment, and construction.

According to her, it is necessary to strengthen training and guidance to help localities implement effective decentralization and delegation of power and define competence to avoid confusion and delay.

Along with this, it is crucial to focus on building specialized databases and promoting digital transformation to ensure the effectiveness of the local government’s activities at two levels.

To ensure progress, the Ministry of Home Affairs proposed that the Prime Minister chair a meeting to discuss and unify four main contents before reporting to the Politburo.

First is the issue of decentralization, delegation of power, and competence determination after 2 months of implementation.

Second is the evaluation of officials and civil servants according to the Law on Officials and Civil Servants, along with the review, classification, and determination of administrative unit standards and urban standards. [Name] said that the Ministry of Construction has coordinated with the Ministry of Home Affairs to basically complete this content.

The third is the job framework, and the last is the adjustment of salaries and allowances regarding the organization of the apparatus.

“These are all critical issues that need to be reported to the Politburo immediately this month,” emphasized Minister [Name].
